How to cancel VoteBandhi in Bihar? use art-328 of constitution

 All voters of Bihar must ask Bihar CM and all Bihar MLAs to put a govt bill or private member to cancel VoteBandhi in Bihar Vidhansbhai.

art-328 of Bharatiya Constutution says

(328) Subject to the provisions of this Constitution and in so far as provision in that behalf is not made by Parliament, the Legislature of a State may from time to time by law make provision with respect to all matters relating to, or in connection with, the elections to the House or either House of the Legislature of the State including the preparation of electoral rolls and all other matters necessary for securing the due constitution of such House or Houses. .

(328) इस संविधान के उपबंधों के अधीन रहते हुए और जहां तक संसद् इस निमित्त उपबंध नहीं करती है वहां तक, किसी राज्य का विधान-मंडल समय-समय पर, विधि द्वारा, उस राज्य के विधान-मंडल के सदन या प्रत्येक सदन के लिए निर्वाचनों से संबंधित या संसक्त सभी विषयों के संबंध में, जिनके अंतर्गत निर्वाचक-नामावली तैयार कराना और ऐसे सदन या सदनों का सम्यक् गठन सुनिाश्चित करने के लिए अन्य सभी आवश्यक विषय हैं, उपबंध कर सकेगा .

Now VoteBandhi rules are not ordered by Parliament. So art-328 says that if a law or a rule is not made by Parliament and made by ECI alone, then Vidhansabha can void it and make an alternate law or rule. Parliament is above Vidhansabha, but as per art-328 , Vidhansabha is above ECI. So if Vidhansabha voids votebandhi, then, unless Parliament ratifies it, the votebandhi rules become legally void. Or, ECI will have to approach supreme court or Parliament to void the law passed by Bihar Vidhansabha.  So fine, let SCjs decide. At least some progress will happen on political side

So voters and activists of Bihar must ask ALL MLAs to put a private member bill , using art-328, to void votebandhi. And declare that existing rules ie rules as on 15-jun-2025 , to make  and amend voterlist will be final till Vidhansabha or Parliament amends it.
