If an IAS , IPS etc so honest , then IMO , he should leave IAS today and join politics. In fact , he should NOT have joined IAS to begin with. (And this applies for all govt jobs except Military).

IAS obtains power on basis of topping an exam , not by will of citizens. Obtaining power by topping an exam is far less bad than obtaining power via inheritance or favoritism or nexuses. But obtaining power via topping exam in general is much "WORSE" than obtaining power by will of people.

Obtaining power by topping exam is "worse" compared obtaining power by will of people because power obtain by topping exam gives power to use stick without responsibility of delivering services. When power is obtained by will of people, BOTH things come ---- power to use stick as well as responsibility to deliver a functioning system that can provide services.And they have a good excuse --- it falls outside their domain. Well, then expand you domain by joining politics.

eg if ask Khemka et al "dear sir, why do you chase corruption in transport dept and NOT chase corruption /nepotism / nexuses in supreme court which is 100 times more damaging than petty corruption in transport business?". Then his answer will be "I am bound by the service rules , I cant talk against corruption of judges and nepotism in SCjs is outside by domain". He will cite 100 "valid" excuses that one can write 10 books about. Well, then who except yourself stops you from changing the domain?

To make long story short , Khemka et al should stop complaining and crying and join politics \ activism and try to work WITHOUT paidmedia support and without support of fraud foundation , jundals etc. If they think they have will to reduce corruption , then start with exposing judiciary , PMO , CMO , paidmedia, petrol mafia, mineral mafia, spectrum mafia, customs, excise , income tax , police etc etc approximately in that order . But there is no point chasing transport companies ---- they are way way below in the ladder of corruption.
