How small business OFFICIALLY lose large clients in VAT / GST regimes.Consider folliowing players ---.Manufacture = M , his price before VAT = say Rs 10000,Wholesaler = W , profit he wants = Rs 1000.Small retailer = SR , profit he wants = Rs 1000.Large Retailer = LR , profit he wants = Rs 1000.Consider Small customer = CS , who doesnt have VAT registration..Consider Large customer = LC , who has VAT registration and pays VAT on whatever he sells.Say VAT = GST rate = 20%.So manufacturer's bill to wholesaler..price = Rs 10000vat =20% = Rs 2000total = Rs 12000.====.Now wholesaler's bill to small retailer as well as large retailer.price = Rs 11000vat = 20% = Rs 2200total = Rs 13200.vat wholesaler has to pay to govt = Rs 2200 - Rs 2000 = Rs 200====.Now bill large retailer's bill , say he wants profit of Rs 1000.price = Rs 12000vat = 20% = Rs 2400total = Rs 14400.vat large retailer has to pay to govt = Rs 2400 - Rs 2200 = Rs 200.===.Small retailer's bill to his customer (SAY HE DECIDES TO SELL FOR ZERO PROFIT ).price = Rs 13200 .vat = 2% = Rs 264total = 13464.vat small retailer has to pay to govt = Rs 264.====.So for small customer , small retailer is profitable.But if large customer wants vat deductions from HIS VAT payable, then he will see that large retailer 's net price is "lesser". Why?.Because large customer pays Rs 14400 to large retailer, but after that, he can get Rs 2400 deduction from vat he has to pay on his sales. So after savings of vat on his vat payable, the cost of goods to him is Rs 12000 !!.Whereas, if large customer buys goods from small retailer, then he gets no vat deductable. So cost to him is Rs 13464 , even if small retailer decides to sell as zero profit..Solution I propose is to abolish VAT / GST / excise etc and use wealth tax. How multi-elections reduce the problem of voter buyout i.e. giving money to voters.But another issue is --- Multi-election itself reduces the problem of paying money to voters . HOW?.In India, we vote for just 3 posts --- City Corporator , MLA and MP.These three posts indirectly decide 100s of appointments --- Mayor, SP, Collector, District Supply Officer, CM, PM, several Ministers etc.Multi-elections means means several officers at district / state / national levels are directly elected..eg voters in USA elect City Councilor, Mayor, District Police Chief, District Education Officer, District Public Prosecutor , District Judges and 2-3 more district level officers. They elect MLA , CM, State High Court Judges, and in some states they also elect State Public Prosecutor. At national level, USA has lesser multi-elections. 4 officials are elected --- Senator , Assemblymen, President and VP. .So in India, Corporator, MLA, MP can afford to pay Rs 500 to Rs 1000 per voter for every 5 years. Because he stands to make Rs 5000 per voter in that 5 year period by getting power to appoint dozens of officials at District / State / Central levels. .So Corporator / MLA / MP can afford to pay such bribes to voters.But if each position has direct election, then money gets divided and so bribe to voters will become so small that it wont pay much role..Now my proposal is NOT multi-election. But my proposal is RTR-drafts as in rahulmehta.com / 301.htm (remove spaces of see comment for link). in RTR-drafts I have proposed , each oficer is appointed by CM / PM / Mayor , but can be replaced by voters. So some 50 district level officers / judges, 50-100 state level officers / judges / Ministers and some 50-100 national level officers / mibisters / judges become replaceable by citizens. .So control Corporator / MLA / MP have over officers reduces and control voters have increases. So Corporator / MLA / MP simply will NOT be able to collect that much bribes and so will no longer be in position to pay even Rs 50 to voters..This how MULTI-ELECTIONS reduce problem of giving bribe sto voters..Also, note following.1. The problem of voter buyout is greatly exagerrated. Less than 5% to 10% voters get cash,.2. Multi-elections i.e. having elections for large number of district / state / national positions is possible ONLY if there is BOTH RTR and Jury System. WHY? Because in absence of RTR / Jury chances of clashes between officers and their staff will increase..3. In RTR-drafts I have proposed, voters can change / cancel approvals anyday. So if a candidate wants to buy say 3 lakh voters, he will have to pay say Rs 100 to them EVERY WEEK !!! No candidate has such money. So the fact that voter can change / cancel his approvals anyday makes the procedure immune to voter-buyout,.4. SoMoKe have opposed multi-elections. Which is why CoBhAp workers dont even know that USA has multi-elections as district / state / national level.5. So if you want Multi-elections , then please boycott SoMoKe and all his andbhagat. विविध स्तरीय चुनाव (मल्टी इलेक्शन) किस तरह से मतदाता की खरीद फरोख्त को लगभग असंभव बना देते है ?. क्योंकि मल्टी इलेक्शन व्यवस्था उम्मीदवारों को पैसे देकर वोट खरीदने के लिए हतोत्साहित कर देती है। कैसे ?. भारत के मतदाताओ के पास सिर्फ तीन पदो के लिए ही मताधिकार प्राप्त है - पार्षद, विधायक तथा सांसद। . चुन लिए जाने के बाद यही तीन पदधारी व्यक्ति एसपी, कलेक्टर, मेयर, सभापति, पब्लिक प्रॉसिक्यूटर, सीएम, पीएम आदि जैसे 100 से अधिक पदो की नियुक्ति करते है। . मल्टी इलेक्शन का मतलब है जिला, राज्य एवं केंद्र स्तर पर अधिकारियों एवं नेताओ का सीधे जनता द्वारा चुने जाना। . उदाहरण के लिए अमेरिका में वहाँ के नागरिको के पास जिला स्तर पर मेयर, पब्लिक प्रॉसिक्यूटर, एसपी, जिला शिक्षा अधिकारी, जिला जज तथा जिले के अन्य अधिकारियों को भी चुनने का अधिकार है। राज्य स्तर पर वे विधायक, सीएम तथा हाईकोर्ट जज को चुनते है। साथ ही उनके पास कुछ राज्यों में राज्य पब्लिक प्रॉसिक्यूटर को चुनने का अधिकार है। केंद्रीय स्तर पर वहाँ के नागरिको के पास मल्टी इलेक्शन की अपेक्षाकृत कमजोर प्रणाली है, तथा वे सीनेटर, असेम्ब्लीमेन, राष्ट्रपति और उपराष्ट्रपति को चुनते है। . इसीलिए भारत में पार्षद, विधायक और सांसद 500 -1000 रूपये प्रति मतदाता को देकर वोट खरीद सकते है, क्योंकि एक बार चुनाव जीतने से उन्हें जिला, राज्य और केंद्रीय स्तर के 100 से भी अधिक उच्च अधिकारियों को नियुक्त करने की ताकत मिल जाती है, जिंनके माध्यम से वह खर्च किये गए रूपये से 10 गुना अधिक पैसा बना लेते है। . इसलिए वोटर को खरीदना सुरक्षित और मोटा मुनाफा देने वाला निवेश साबित होता है। . किन्तु यदि सभी पदो की नियुक्ति चुनावी प्रक्रिया द्वारा होने लगे तो रूपये का विभाजन हो जाने से मतदाता को बहुत कम पैसा मिलेगा और उसका वोट खरीदना मुश्किल हो जाएगा। . किन्तु हमारा प्रस्ताव मल्टी इलेक्शन नहीं है, बल्कि राईट टू रिकाल प्रक्रियाएं है, जिनके ड्राफ्ट आप rahulmehta. com/301 पर देख सकते है। इस प्रक्रिया में हमने प्रस्ताव किया है कि अधिकारियों की नियुक्ति का अधिकार तो सभापति, सीएम तथा पीएम के पास ही होगा किन्तु इन अधिकारियों को नौकरी से निकालने का अधिकार मतदाताओ के पास होगा। इस प्रकार जिला, राज्य तथा केंद्र स्तर पर लगभग 100 से अधिक पदो के अधिकारी सीधे प्रजा के अधीन होंगे, अर्थात उन्हें जनता वोट करके कभी भी नौकरी से निकाल सकेगी। इसी के साथ सभापति, सीएम तथा पीएम भी रिकालेबल होंगे तथा भ्रष्ट आचरण करने पर जनता द्वारा उन्हें भी सीधे ही नौकरी से निकाला जा सकेगा। . इस प्रकार जितना ही पार्षद, विधायक और सांसद का नियंत्रण कम होगा उसे अनुपात में मतदाताओ का नियंत्रण व्यवस्था पर बढ़ता जाएगा। जब इन तीनो के नियंत्रण में अधिक अधिकारी नहीं रह जाएंगे तब ये उतना मोटा मुनाफा नहीं कम सकेंगे, अत: वोटर को इनके द्वारा दी जाने वाली राशि 500 से घटकर 50 रूपये हो जायेगी, और इत्ते कम पैसे में वोटर नहीं बिकेगा। . इस प्रकार मल्टी इलेक्शन वोटर को खरीदने की समस्या में भारी कमी ले आता है। . यह भी गौरतलब है कि :. 1. मतदाताओ को पैसे देकर उनका मत खरीदने के तथ्य को बढ़ा चढ़ा कर दिखाया जाता है, जबकि वास्तविकता यह है कि सिर्फ 5-10% मतदाता ही भुगतान प्राप्त करते है। . 2. मल्टी इलेक्शन को प्रभावी ढंग से लागू करने के लिए यह आवश्यक है कि इस व्यवस्था में राईट टू रिकॉल और ज्यूरी सिस्टम क़ानून भी जोड़ी जाए। क्योंकि इन कानूनो के अभाव में चुने हुए अधिकारियों और उनके स्टाफ के बीच विवाद बढ़ जाते है, जिनके निस्तारण के लिए राईट टू रिकॉल तथा ज्यूरी सिस्टम प्रक्रियाएं आवश्यक है। . 3. राईट टू रिकॉल प्रक्रिया में हमने प्रस्तावित किया है कि मतदाता किसी भी दिन अपने अनुमोदन को बदल सकेगा। ऐसी स्थिति में मान लीजिये कोई उम्मीदवार 3 लाख मतदाताओ को खरीदना चाहता है उसे हर मतदाता को हर हफ्ते 100 रूपये का भुगतान करना होगा !!! और इतना पैसा जुटाना किसी भी उम्मीदवार के लिए आसान नहीं है। इस प्रकार किसी भी दिन अपना अनुमोदन बदलने का प्रावधान वोटर को खरीदने की व्यवस्था को बाधित कर देता है। . सोनिया, मोदी और केजरीवाल मिलकर मल्टी इलेक्शन व्यवस्था का विरोध कर रहे है, क्योंकि उन्हें पता है कि उनके अंध भगतो को यह जानकारी नहीं है कि अमेरिका के नागरिको के पास जिला, राज्य और केंद्र स्तर पर यह व्यवस्था है। . तो सार की बात यह है कि यदि आप अपने देश में मल्टी इलेक्शन व्यवस्था चाहते है तो सोनिया, मोदी और केजरीवाल के अंध भगतो का बायकाट करे तथा अपने सांसद को एसएमएस द्वारा आदेश भेजे कि देश में मल्टी इलेक्शन लागू किया जाए। आदेश का नमूना इस लिंक पर देखे : https://www.facebook.com/notes/10152774660951922
