How multi-elections reduce the problem of voter buyout i.e. giving money to voters

But another issue is --- Multi-election itself reduces the problem of paying money to voters . HOW?

In India, we vote for just 3 posts --- City Corporator , MLA and MP
.
These three posts indirectly decide 100s of appointments --- Mayor, SP, Collector, District Supply Officer, CM, PM, several Ministers etc
.
Multi-elections means means several officers at district / state / national levels are directly elected.
.
eg voters in USA elect City Councilor, Mayor, District Police Chief, District Education Officer, District Public Prosecutor , District Judges and 2-3 more district level officers. They elect MLA , CM, State High Court Judges, and in some states they also elect State Public Prosecutor. At national level, USA has lesser multi-elections. 4 officials are elected --- Senator , Assemblymen, President and VP.

So in India, Corporator, MLA, MP can afford to pay Rs 500 to Rs 1000 per voter for every 5 years. Because he stands to make Rs 5000 per voter in that 5 year period by getting power to appoint dozens of officials at District / State / Central levels.

So Corporator / MLA / MP can afford to pay such bribes to voters
.
But if each position has direct election, then money gets divided and so bribe to voters will become so small that it wont pay much role.

Now my proposal is NOT multi-election. But my proposal is RTR-drafts as in rahulmehta.com / 301.htm (remove spaces of see comment for link). in RTR-drafts I have proposed , each oficer is appointed by CM / PM / Mayor , but can be replaced by voters. So some 50 district level officers / judges, 50-100 state level officers / judges / Ministers and some 50-100 national level officers / mibisters / judges become replaceable by citizens.

So control Corporator / MLA / MP have over officers reduces and control voters have increases. So Corporator / MLA / MP simply will NOT be able to collect that much bribes and so will no longer be in position to pay even Rs 50 to voters.

1. The problem of voter buyout is greatly exagerrated. Less than 5% to 10% voters get cash
,.
2. Multi-elections i.e. having elections for large number of district / state / national positions is possible ONLY if there is BOTH RTR and Jury System. WHY? Because in absence of RTR / Jury chances of clashes between officers and their staff will increase.

3. In RTR-drafts I have proposed, voters can change / cancel approvals anyday. So if a candidate wants to buy say 3 lakh voters, he will have to pay say Rs 100 to them EVERY WEEK !!! No candidate has such money. So the fact that voter can change / cancel his approvals anyday makes the procedure immune to voter-buyout,

4. SoMoKe have opposed multi-elections. Which is why CoBhAp workers dont even know that USA has multi-elections as district / state / national level
