I , voter, order you to order PM to print following law-draft in the Gazette.

1. ( instruction to Talati i.e. Patwari i.e. Village Office )
.
(1.1) If any Dalit or ST or OBC voter , or person above age of 14 years, comes to Talati of his area , and signs the form in which he states that he wants Rs 1000 per year i.e. ECONOMIC CHOICE and does not want benefit of caste based reservation, then the Talati will accept the form , along with his name, voter card number and / or ration card number and / or addhar card number , and also take Jan Dhan account number.

Comment : Please note that above section defines economic choice
.
(1.2) Talati will allow any voter to cancel Economic Choice anyday And he can accept economic choice anyday.

2. ( instruction to Talati , Tahsildaar , District Collectors ) Each Talati , Tahasildar and DC will publish following numbers for their village / ward , Tahsil and District
.
(a1) number of SC above age of 18 years
(a2) number of SC between age of 14 years and 18 years.
(a3) number of SC above age of 18 years , who opted for economic choice
(a4) number of SC between age of 14 years and 18 years. who opted for economic choice
.
(b1) number of ST above age of 18 years
(b2) number of ST between age of 14 years and 18 years.
(b3) number of ST above age of 18 years , who opted for economic choice
(b4) number of ST between age of 14 years and 18 years. who opted for economic choice
.
(c1) number of OBC above age of 18 years
(c2) number of OBC between age of 14 years and 18 years.
(c3) number of OBC above age of 18 years , who opted for economic choice
(c4) number of OBC between age of 14 years and 18 years. who opted for economic choice

3. ( instruction to Chief Secretaries of all State Govts and Central Govt ) The Chief secretaries will publish the above numbers for their respective state and whole of India

4. ( instruction to Chief Secretaries of all State Govts )
.
4.1 Say population of all individuals above 18 years is N crores in a state. Say SC above age of 18 years in that state is S crores and of the SCs, E crores have opted for economic choice. The reservation for jobs / colleges / etc for SC in that state will be (S - E ) / N * 100% . i.e. Those who have opted for economic choice will be pro-rata subtracted for all reservation in all jobs, colleges etc.

4.2 The Chief Secretaries will apply same rule as (4.1) for ST , OBC and all other caste based reservation in their States.
.
5. ( instruction to Chief Secretaries of Central Govt )
.
5.1 Say population of all individuals above 18 years is N crores across India, Say SC above age of 18 years in India is S crores and of the SCs, E crores have opted for economic choice. Then reservation for jobs / colleges / etc for SC in Central Govt Departments / PSUs / colleges / etc will be (S - E ) / N * 100% . i.e. Those who have opted for economic choice will be pro-rata subtracted for all reservation in all jobs, colleges etc.

5.2 The Chief Secretary will apply same rule as (5.1) for ST , OBC and all other caste based reservation in Central Govt departments / PSUs / colleges
.
6. ( instruction for all officers ) This GN will NOT apply towards scholarships and other monetary benefits. eg if scholarship is announced for SC / ST or OBC students, then it will be NOT be reduced by number of voters who have opted for Economic Choice. This GN will apply only for jobs , college seats, promotion seats, quota in contracts
.
7. ( instruction to Central / State Election Commissioners ) This GN will not apply on elected positions.

8. The person who has opted for Economic Choice cannot take benefit of reservation.
.
9. ( instruction for Talati ) If a person has given up economic choice once and takes economic choice again, then it will become effecitive from next year The money will deposited by Talati in the person's bank account on 2nd-april for number of days he was on economic choice between 1-apr of previous year and 31-mar of current year.

10. The amount for chilrean below 14 years will be Rs 500 / year and children above 14 years will be Rs 1000 / year . The money of children will be deposited in account or mother. And in case mother doesnt have account or mother isnt alive or sane, then amount will be deposited in the account of father.If child is above 14 years and he has his own account , then money will be deposited in his account.

11. If a person has more than 2 childre, then he will get amount only for two of the eldest children. If a couple has only one child, then it will get amount for two children of his / her age. If a person is above 25 years and has no child, then he will get 1.5 times the amount.

12. PM can change the anount wrt inflation. His decision will be final.
