Agenda I propose for Ahmedabad Municipal Corporation

The activists who want to contest election on following DRAFTS are welcome

(And please NOTE ---- If you are a DRAFTLESS wonder, i.e. have agenda but no DRAFTS, you are NOT welcome. I consider ALL DRAFTLESS wonders as waste of my time)

Following are the agenda items I propose

10. Jury System over Municipality Staff ---- a complaint against staff will be revieved by Grand Jurors who will be 50 voters chosen at random for a term of 3 months. And majority of Grand Jurors approve complain then a Jury of 25 - 100 voters will be chosen at random. If over 67% approve expulsion then the Municipal employee will be expelled.

12. Universally verifiable Universal ID System of Voters in AMC ---

Following details of ALL male adults / children will be put on net ---- voterid , aadhar-id , PICTURE (of males ONLY . pictures of female will NOT be put), finger prints of last two fingers (not thumbs). marital status (to prevent fake double marriages) , names and IDs of all close relatives such as parents, spouse, brothers, sisters, children. OPTIONAL --- FB profile address , cell number, email address, sha2 hash of public key

Following details of females will be put on net --- all above except picture
.
13. Universal water metering --- make all water connections metered so that 24 hours water is possible to all. And passing law that ALL water connections inside society apartments to must have internal meters i.e. all flat / office must at least one water meter.

14. Putting all flat / plot ownership details on net to avoid real estate frauds
.
15. Wealth tax for land / construction----
.
(a) 0.1% of value per year property value for FIRST 250 sqft of land per person and 500 sqft of construction per person.
.
(b) for senior citizens, basic rates will go for 500 sqft of land and 1000 sqft of construction. No exemptions for non-person entities such as companies, trusts , associations, clubs etc
.
(c) 0.5% of land / construction value there after.
.
(d) and following things will be subtracted from the 0.5% amount --- professional tax paid for employees, firm tax paid , 10% of VAT paid by owner, 10% of electricity tax paid by owner , 10% of income tax paid by the user
.
With this wealth tax, the value of land will fall to 1/10th of what it is now !!! And value of construction will fall by some 10% to 15%.
.
This tax will apply also on vacant land / flats / offices. And parking space will be included in construction area.
.
16. Land rent from Municipal land --- all plots owned by municipalities will be rented for 2 years to at most 5 years and rents will be revised every year. 50% of rent will be used by Municipality and remaining 50% will be equally divided amongst all citizens in Ahmedabad
.
17. Jury Trial over Footpath / Land encrocahment

18. Parking meters across ALL streets

19. Increasing vehicle tax on cars / scooters to cover cost of building roads and footpaths. Approx 2% of vehicle value per year
.
20. Enforcing max speed of 40 kmhr on wide roads , 30 kmhr on narrow roads and 20 kmhr in roads inside societies. Jury Trials over speed violations

21. Jury Trial over wrong side driving
.
22. Giving names to all roads , giving names to all char rasta, giving building numbers to ALL buildings
.
23. Increasing width of ALL footpaths , ending hawkers on footpaths
.
24. Grandmaster plan ---- making city into New York midtown like city, i.e. converting whole city into UNIFORM blocks of size 200 m * 150 m . aligned along north-south axis, with ONE WAY roads of width 20m along all 4 sides of the block.So along east-west , the block will be of size 150 m length and along north-south-block will be of 200 m length

25. Underground pedestrian crossings of height 7 feet every 50 m to 75 m.
.
26. Underground vehicle crossings at every block junction --- a road which is going east-west , when it comes to intersection of block will have underpass underwhich vehicle of height 4 meters (height of bus) can pass and north-sount underpass will pass below east-west underpass !! This way, vehicles along roads will have NO interruptions unless they want to take turns. This may not be possible at ALL block intersections though.

27. Referendum on BRTS continuation / removal. My vote is for BRTS removal

28. Allowing private players to build parking lots and charge for parking
.
29. Making meters or parking slot charge collection will be made mandatory in housing societies as well commercial complexes for non-alloted parking lots. The money will be used by society for maitenance and 10% of money collected will be taxed by Municipality.

30, Parking meters or charges compulsory for non-alloted paking slots in commercial complexes. The money will be used by society for maitenance and 10% of money collected will be taxed by Municipality.

31. No billboards in municipal space
.
32. Private plots can have billboards no more 1% of their plot size.
.
33. Putting sign posts every 25 meters showing name of the societies in 300 meter radius , with direction pointing arrows
.
34, Enforcing law that AMTS bus i.e. city bus must stop at every bus stop it is supposed to stop, even if it is full
.
35. Making bus stops with heights . The bus door will also be a height. This reduces the time for passangers to get in and get out
.
36. Buying buses running on electricity
.
37, Increasing FSI to 4 for plots with road with 20 meters or more.
