How Texas solved "noise in the Loksabha" problem
.
We can reduce the problem of noise in Loksabha by having an acoustic design with sound absorbers , so that ONLY the voice of the person whose mikes are activated by speaker can be heard, And space between members should larger, and each member should have separate desk and chair. This will increase size of hall, but would ensure that noise maker is able to disrupt only 5-10 neighbors but not whole house.

A better solution is Jury System over MPs in House. The Jurors can fine / suspend MP who are making noises.

Texans had problem of rukus in House of representatives in later 1800s. They reduced the mess by increasing size of hall, and giving separate chair to each member, and one table type desk has space only for 3-4 chairs. And hall is so, that person in the center can be heard and anyone who is elsewhere cant be heard.
. Later, when mikes came, design was adjusted that only those whose mikes has been activated can be heard.

So the noise maker will get tired and see that his noise making isnt disrupting anyone. So eventually he will give up. Or at least, he cant disturb others.

Anyway , Parliament has always been waste of time since 1940s. Most important desiions are taken by apex MPs across parties behind the scene and they come to house only for drama. eg ALL apex MPs have agreed to give away Railway to foreign companies and to hide these facts, Congress-MPs will shout on 2 bit Lalit Modi scam and Sushma Swaraj will deliver powerful dialog on corruption of Soorpankha Ghandy. But both remain silent on sell out of Railways to foreigners,

So all in all, indiscipline in LS \ RS is a minor issue. The real issue today in India is rampant giving away in the name of FDI and make in India.
