Today, reservation provision has serious flaw as follows
.
1. Say there 100 seats, say 15 are reserved for SC, 7 for ST, 27 for OBC, and 100 - 7 - 15 - 27 = 51 are general
.
2. Say some 1000 students give exams
.
3. Say in top 100 of all 1000 students, 2 are SC, 1 is ST and 8 are OBC
.
4. Then SC , ST and OBC students in top hundred have option of chosing seats in BOTH , their caste quota as well as general quota !!
.
5. Please re-read the SERIOUS flaw .
.
6. So say, 2 SC and 1 ST and 8 OBC students decide to take General quota seats, then seats for General students in merit list of top 100 decrease to 51 - 8 - 2 - 1 = 40 !!! And total number of SC, ST and OBC getting selected will be then 15 + 2 = 17 , 7 + 1 = 8 , 27 + 8 = 35 !!

1. If any candidate who belongs to a caste or group which has reservation, decides to take seat in General category, then he will be allowed
.
2. But , in such case, one seat will be decreased from the caste or group he belongs to
.
3. This notification will NOT apply on elections, and will apply only on college seats and jobs in State or Union Government , including Municipal / Panchayat units. and all PSUs.
.
4. Further, if before appear in exam or before applying, if the candidate has explicily mentioned "General quota" and shown decision not to apply within his quota, then the provision in (2) will not apply.
