The growing demand for reservation for Patels and the law-drafts etc that I have proposed to reduce reservation.
.
In Gujarat , certain Patel leaders are demanding caste based reservation for Patels. No one knows how many Patels support these leaders and these demands. But they did manage to pull a rally with several thousand participants.
.
What is Patel's % population in Gujarat? Since census 1951 to 2011 didnt ask for caste except ST / SC , no one has exact %. Estimates are some 15% to 20%.
.
What is % of Patels in Govt administration? Again, no one has exact answers. Estimates go from 35% to 55% !!!
.
Their leaders insist that Patels should be bracketed with OBCs and given rights to OBC 27% seats. What is OBC % population? Again, no exact numbers, and estimates are 40% to 50%. The OBCs leaders have opposed this proposal.
.
SOLUTION?
.
I have proposed law-drafts which will reduce reservation (reduce , not take it to zero , but reduce it to say 5% from existing 50%) in chap-8 , chap36 of my book at rahulmehta. com/301.htm (remove space or see link in comment). Or , see these two chapters athttps://www.facebook.com/notes/10150422914171922 andhttps://www.facebook.com/notes/10150425852906922 .
.
In chap-36 or https://www.facebook.com/notes/10150425852906922 I have proposed how reservation can be "streamlined". Basically, each sub-caste should have % . And that sub-caste should have preference. And if a sub-caste is well represented in govt jobs, then its reservation should be suspended till it becomes underrepresented.
.
So consider Meena of Rajasthan. They are below 1% of population of India, but are over 2% in central Govt jobs. And so their reservation , as per the law-drafts I have proposed, will be transfered to community with lesser representation, till their % becomes below 1%.
.
If this formula is used, then reservation will go to truely underrepresented castes ONLY.
.
And the law-draft given in chap-8 will reduce the % of reservation
.
