I , voter, order you to order PM to print following law-draft in the Gazette.

.
1. ( instruction to PM or designated officer ) The PM or designated officer will publish list of all castes and sub-castes in India , statewise.
.
2. ( instruction to Chief in-charge of Census , India ) The census in-charge will conduct a census in India and obtain caste and sub-caste of each citizen in India and publish the counts Gramwise, Wardwise, Tahsilwise, Districtwise as well as Statewise.
.
3. ( instruction of Chief Secretaries of each State Govts and Central Govt) The Chief Secretaries will obtain and publish caste and sub-caste of each employee in Govt departments and PSUs , including Municipalities and Panchayats. .

4. ( instruction of Chief Secretaries of each State Govts ) if % of job holders belonging to a sub-caste in a State Govt, including its PSUs and local bodies, is more than their % population of that sub-caste in the State , then reservation for that sub-caste will be suspended , till % in jobs goes below the % in population.

Example --- Consider a sub-caste say XYZ . Say its % population a state, say Rajasthan is 2%. And say that their % in jobs in Rajasthan is 4%. Then till their % in jobs falls to 2%. that sub-caste members will not be eligible for reservation in Rajastham

5. ( instruction of Chief Secretaries of Central Govt ) if % of job holders in a Central Govt , including its PSUs and local bodies, is more than their % population in India , then reservation for that sub-caste will be suspended , till % in jobs goes below the % in population.

.6. ( instruction to all officers ). If a sub-caste is removed , then % of reservation will decrease by the same amount as % of that sub-caste. And if a sub-caste is added in the list of reservation castes, then reservation will be increased.
