(A) say a law-draft is about "put land ownership data of all persons, companies etc on net'. i.e. if user types name of a person, then all flats / plots he owns directly or via trusts / companies etc will come online to public.

Now lets take TWO ways of getting that law-draft printed in Gazette.

(B1) A tall leader prints that law-draft in Gazette
.
(B2) The law-draft is printed in Gazette after 43 crore voters have registered YES via TCP
.
Which one , (B1) or (B2) will have stronger impact?

Or will both have same level of impact?

સમાચાર-પત્ર , સંદેશએ (અમદાવાદ) , પાનાં-૨ , પટ મારા વિરુદ્ધ જુઠાણું લખ્યું છે. કહે છેમ કે હું ૯ ટ્રસ્ટ ચાલવું છું અને મને વિદેશથી પૈસા આવે છે !!! મને વિદેશથી ૧ પણ રૂપિયો નથી આવ્યો, સિવાય કે મહેક કટ્ટા નામે એક એન.આર.આઈ.એ મને રૂ ૫૦,૦૦૦ ની સહાય વર્ષો પેહેલા આપેલ. અને હું માત્ર બે ટ્રસ્ટ ચાલવું છું. સંદેશ કહે છે કે ઉન્દુલાલ ટ્રસ્ટને રૂ. ૧૪.૫૦ લાખનું ડોનેશન મળેલ છે. આ ખોટું અને જુઠું છે. અ ટ્રસ્ટમાં મેં છેલા ૭ વર્ષથી કોઈ ડોનેશન લીધું નાઠો. આ ટ્રસ્ટ ચાલવા, આ ટ્રસ્ટનો પ્રોપેર્ત્ય ટેક્ષ, ઈમ્પેક્ટ ફી વગેરે ચુકાવવા મેં મારા ખાતામાંથી આશરે રૂ ૧૪.૦૦ લાખની વગર વ્યાજની લોન માત્ર આપી છે.

મારે અમેરિકાની જેવી મજબુત કાયદાકીય અને અદાલતી સીસ્ટમ ભારતમાં લાવવી છે. અને આ વાતને સંદેશે કેવી વિચાત્ર રીતે મુકે છે, તે તમે વાંચી શકો છો.

Ans :You can get copy Income Tax return etc filed to Charity Commissioner using RTI. And I can give you a copy from my side. The balance of sheet of trust, as well as affidavit I have given to election commission, as well as MY INCOME TAX return shows that I have been giving interest free loans to my trust since year 2007

Ahmedabad water consumption = 150 liter per person per day provided by Municipality and if you include private bores, it would be well above 200 liter per person per day.
.
So water consumption is almost same. But London has 24 hr water supply in almost all parts. Where as Ahmedabad , except those who have private bore, gets water mere 1-2 hours a day.
.
WHY?
.
Simple. No water meters !!!
.
Ahmedabad doesnt have water meters !!! Whereas London installed water meters in almost all connections by 1930s !!! Same for several cities across globe such as NY, Singapore etc.
.
In absence of water meters, some may not close their taps. And even if 5% of population doesnt close taps, then remaining 95% will suffer acute shortage.

IOW, moral values and bhashans to save water are useless. What is needed is water meter
.
And solution is --- citizens should ORDER MLAs / Corporators via SMS to install water meters. And if they dont, citizens using Right to Recall Corporator , RTR Mayor , RTR MLA and RTR CM replace them. And for that, voters should also order MLAs / Corporators to print these Right to Recall law-drafts.
.
Solution is NOT to elected some Kalki type leader , or new Mahatama Gandhi. Activists should TRAIN voters to send orders to MP \ MLA \ Corporators etc via SMS to print law-drafts needed, and activists should also publicize these law-drafts.

ઇંગ્લેન્ડના , અમેરિકાના નાગરિકોએ પોલીસ દમન કઈ રીતે ઘટાડાયું?

ઇંગ્લેન્ડમાં નાગરીકો વિદ્રોહથી ૯૫૦ADમાં નાગરીકો વિદ્રોહથી ‘કોરોનર જ્યુરી સીસ્ટમ’નો કાયદો લાવ્યા. અને ૧૦૫૦ADમાં ‘મેગ્ના કાર્ટા’થી જ્યુરી સીસ્ટમ મજબુત થઇ.

આ કાયદા મુજબ જો કોઈપણ પાલીસ અધિકારી સામે ગંભીર ફરિયાદ હોયતો જીલ્લાના લાખો નાગરિકોની યાદીમાં ૧૨ નાગરીકોને રેન્ડમ (લોટરી)થી સિલેક્ટ થાય.
.
આ ૧૨ નાગરીકો ફરિયાદી/આરોપી સાંભળે. અને જો ૧૨માંથી આઠથી વધુ નાગરીકો પોલીસ અધિકારીને દોષી કહે, તો તેની નોકરી તાત્કાલિક સમાપ્ત થાય !!

આમ, નાગરીકોનું પોલીસ પર પ્રત્યક્ષ નિયંત્રણ રહે છે. જ્યુરીના કાયદાઓ અન્ય દેશોમાં આવ્યા પછીજ પોલીસ દમન/ભ્રષ્ટાચારમાં ઘટાડો થયો છે.

અમેરિકાના નાગરીકો એક વધારે કાયદોઓ લાવ્યા કે જો બહુમતી નાગરીકોને લાગેકે જીલ્લા પોલીસ કમિશ્નર ભ્રષ્ટ કે બિનકાર્યક્ષમ છે, તો બહુમતી સાબિત કરી જીલ્લાના નાગરીકો, તેને નોકરીમાંથી કાઢી શકે અર્થાત "રાઈટ ટુ રિકોલ જીલ્લા પોલીસ કમિશ્નર".

પોલીટીકલ સાયંસ વિષય ભણાવનારા કુબુદ્ધિજીવીઓ યુરોપ / અમેરિકામાં પોલીસ દમન/ભ્રષ્ટાચાર ઓછા હોવા પાછળ ‘પોલીટકલ કલ્ચર’નું કારણ આપે છે. આ ‘પોલીટકલ કલ્ચર’ની વાત હડહડતું જુઠાણું છે. આ કુબુદ્ધિજીવીઓને રાઈટ ટુ રિકોલ અને જ્યુરીની માહિતી ન આપવા માટે પૈસા મળે છે. એટલે તેઓ જવાબ તરીકે ‘પોલીટકલ કલ્ચર’નું જુઠાણું વિદ્યાર્થીઓને પધરાવી દે છે. અને ન્યાયિક પંચ, લોકપાલ જેવા નક્કામાં પાણી વલોવવાના ઉપાયો પણ સૂચવે છે.

અનામત આંદોલનથી પોલીસ દમનનો મુદ્દો આવ્યો છે. તેના ઉપાયો જ્યુરી સીસ્ટમ અને ‘રાઈટ ટુ રિકોલ જીલ્લા પોલીસ કમિશ્નર’ છે.

કયા કાયદાથી ગરીબ SC\ST\OBCના ટેકાથી અનામત ૪૯% થી ઘટી ૫% થઇ શકે?
.
ભારતની વસ્તી ૧૨૫ કરોડ છે. તેમાં ૧૮ કરોડ SC, ૯ કરોડ ST, ૫૦ કરોડ OBC છે.
.
મારી દરખાસ્ત છે:
.
(૧)તમામ SC\ST\OBC વ્યક્તિને બે ચોઈસ આપવી- .

(૧અ)આર્થિક ચોઈસ-- તેને વ્યક્તિ દ્દીઠ વાર્ષિક (માસિક નહિ) રૂ.૮૦૦ મળશે .

અથવા
.
(૧બ)સામાજિક ચોઈસ-- તેને અનામતનો લાભ મળશે
.
પણ (૧ક) બંને નહિ
.
(2) અને કોઈપણ દિવસે વ્યક્તિ પોતાની ચોઈસ બદલી શકાશે.
.
(૩)હવે જો X કરોડ SC, Y કરોડ ST, Z કરોડ OBC અનામતને બદલે વાર્ષિક રૂ. ૮૦૦ લે. તો આ પ્રસ્તાવિત કાયદા મુજબ, SC\ST\OBCની અનામત ૧૪%, ૭%, ૨૭%થી ઘટી ૧૪*(૧૮-X)/૧૮%, ૭*(૯-Y)/૯, ૨૭*(૫૦-Z)/૫૦% થશે.
.
દા.ત. જો ૧૬ કરોડ SC, ૮ કરોડ ST, ૪૫ કરોડ OBC વાર્ષિક રૂ ૮૦૦ પસંદ કરે, તો પ્રસ્તાવિત કાયદા મુજબ SC અનામત ૧૪*(૧૮-૧૬)/૧૮ = ૧.૫%, ST અનામત ૭*(૯-૮)/૯ = ૦.૮%, OBC અનામત ૨૭*(૫૦-૪૫)/૫૦ = ૨.૭% થશે. યાને કુલ અનામત ૪૯%થી ઘટી ૫% થશે.
.
હવે ૯૦%થી વધુ SC/ST/OBC ૧૨મુ પણ પાસ નથી કરી શકતા. એટલે આર્થિક ચોઈસમાં તેમને વધારે ફાયદો છે. આમ અનામત ૫% થઇ શકે.
.
આ યોજનાનો ખર્ચો વાર્ષિક રૂ. ૫૦૦૦૦ કરોડ આવી શકે. આથી તમામ કરવેરામાં ૪% નો વધારો થાય. . દા.ટ. મહત્તમ આવકફેરો ૩૦ ટકા થી વધી ૩૧.૨ ટકા થાય.

પણ અનામતની મડાગાંઠ ઉકેલાઈ જશે, હિંદુઓ વિભાજન ઘટશે અને SC/ST/OBC માં ગરીબી પણ ઘટશે.
.
અલબત્ત, વેરા ૪% વધશે. .
.
અન્ય વધારાનો પ્રસ્તાવ છે–કે જો SC/ST/OBC જનરલમાં સીટ લે તો, અનામતની એક સીટ જનરલમાં ટ્રાન્સફર કરવી. આ કાયદો તમિલનાડુ છે.

लन्दन में पानी की खपत 200 लीटर प्रति व्यक्ति प्रतिदिन है।

अहमदाबाद में नगर परिषद आंकड़ों के अनुसार प्रति व्यक्ति पानी की खपत 150 लीटर प्रति व्यक्ति है। यदि प्राइवेट बोरिंग से निकाले जा रहे पानी को भी शामिल किया जाए तो यह खपत प्रति व्यक्ति 200 लीटर प्रति व्यक्ति या उससे अधिक ठहरती है। 
. 
मतलब अहदाबाद और लन्दन में पानी की प्रति व्यक्ति खपत समान है। लेकिन लन्दन के लगभग सभी हिस्सों में 24 घंटे पानी की आपूर्ति उपलब्ध है, जबकि अहमदाबाद में प्राइवेट बोरिंग को छोड़ दिया जाए तो सिर्फ 1-2 घंटे ही नल में पानी आता है। 
. 
ऐसा क्यों ???
. 
बहुत ही सरल कारण है --- पानी के मीटर नहीं है !!!
. 
अहमदाबाद में पानी के मीटर नहीं है !!! जबकि लन्दन में 1930 में ही लगभग सभी पानी के कनेक्शन पर मीटर लगवा दिए थे। और यही स्थिति विश्व के अन्य प्रबंधित शहरो जैसे कि न्यूयार्क, सिंगापुर आदि में है। 
.
मीटर के अभाव में व्यक्ति अपने नल की टोंटी को खुला छोड़ देने के लिए प्रोत्साहित होता है। यदि 5% उपभोक्ता भी यदि टोंटी बंद नहीं करते तो 95% उपभोक्ताओ को जल की कमी हो जाती है। 
. 
दूसरे शब्दों में पानी बचाने के लिए नैतिक मूल्य और भासण वगेरह अप्रभावी उपाय है। हमें पानी के मीटरों की जरुरत है। 
. 
समाधान यह है कि ---- नागरिक अपने विधायक/पार्षद को एसएमएस द्वारा आदेश भेजे कि सभी पानी के कनेक्शनों में मीटर लगाए जाएँ। और यदि वे ऐसा नहीं करते है तो नागरिको को चाहिए कि वे राईट टू रिकॉल कॉर्पोरेटर, राईट टू रिकॉल विधायक, और राईट टू रिकॉल मुख्यमंत्री के क़ानून का उपयोग करते हुए उन्हें नौकरी से निकाल दें। इसलिए नागरिको को राईट टू रिकॉल क़ानून प्रक्रियाओ को गैजेट में प्रकाशित करने के लिए भी अपने प्रतिनिधियों को एसएमएस द्वारा आदेश भेजने चाहिए।

किसी कल्कि नुमा अवतार को कुर्सी पर अभिषिक्त कर देना या महात्मा गांधी के किसी नए अवतार की पूँछ पकड़ कर लटके रहने से किसी समस्या का समाधान नहीं निकलेगा। कार्यकर्ताओ को चाहिए कि वे नागरिको को अपने प्रतिनिधियों को आवश्यक कानूनो को लागू करने के लिए वांछित आदेश एसएमएस द्वारा भेजने के लिए प्रेरित करें।
