(A) say a law-draft is about "put land ownership data of all persons, companies etc on net'. i.e. if user types name of a person, then all flats / plots he owns directly or via trusts / companies etc will come online to public.

Now lets take TWO ways of getting that law-draft printed in Gazette.
.
(B1) A tall leader prints that law-draft in Gazette
.
(B2) The law-draft is printed in Gazette after 43 crore voters have registered YES via TCP
.
Which one , (B1) or (B2) will have stronger impact?
.
Or will both have same level of impact?
.
Pls compare and contrast B1 and B2
