Casteism in Gujarat and Bihar was same in 1940s. In Gujarat it reduced due to land reforms in late 1940s and early 1950s. Land reforms didnt happen in Nihar, and so casteism stayed at same levels.

One reason why NaMo was able to remain as CM in Gujarat for 12 long years was because casteism in Gujarat voters is less. And it is higher in Bihar, which is why NO party in Bihar , be BJP or Congress or RJD or JDU etc could create a leader whose caste becomes non-issue to voters. So why is casteism less in Gujarat? .
Casteism in Gujarat was high till say in 1950. So high, that when temples would serve food (pangat) on reloigious festivals, rich Patels , and even richest Bania cant sit with pangat of Brahmins !! Casteism was so high than in 1940s , most Brahmins would NOT allow Bania or Patels , forget Dalits, to enter into kitchens !!! All that reduced drastically by 1960s. So much so, that Patels / Bani youth today doesnt even know that in 1950 , they could not sit in same pangat as Brahmins. Casteism also reduced in Bihar, but NOT to that extent.

The biggest reason was land reforms.

Due to land reforms, members of all castes got lands in Gujarat. Some caste such as Patels got more, and Dalits got much much less. But all caste git lands.

So a sizeable section of population in all caste became well off and economically powerful, and later politically powerful. And that forced all caste elite to shed their high handedness against other castes. And so castelism reduced.

But casteism is far from zero because too many appointment , expulsion and decision making procedures in administration , courts and polity are still nepotism-prone. And nepotism creates casteism and also creates image that casteism was practiced and that image further increases casteism.

1. Jury System ---- The 12-20 Jurors are chosen from voters at random. And so no caste will dominate. So Jury System will kill casteism that is rampant in today's courts
.
2. RTR over all positions in District / State / national administration ------ For any zone of district of 15 lakhs or above, no caste has over 25% presence, So if any head is casteist, the remaining 75% will expel him. So RTR will ensure that person-in-charge is caste-neutral, or he gets expelled and replaced by someone who is caste neutral.

These drafts are enough to reduce casteism in Bihar and rest of India as well.
