Poverty in Philippines is much below India. But yet, quality of maths / science education in top 5% is "lower" than India (though education in bottom 50% is much better ).

Why is it so?

Likewise, you will find several countries which have much lesser poverty than India, and per capita GDP is higher. But the maths \ science level of that countries' top 5% is below ours. Why is it so?
