DigSignIndia : Law-draft for registration of hashes of Digital Signatures of voters of India
.
[ This law-draft can come into effect after signature of PM ]
.
1. [ instruction to DC = District Collector ] The President hereby orders DC that if any voter personally comes to DC's Clerk (designated by DC to maintain the voter list), and submits a serial number of 128 digits or less, then the Clerk will take that number, and enter that number in the voter list.
.
2. [ instruction to voter ] The 140 digit number can be SHA1 hash or SHA2 hash of your Public Key, using which Digital Signature can be implemented. Or it can be any number. If you register the hash of your public key in the voter list, then any person across India, using the voter list, can verify that a given key is your public key. And thus, any person across India, can obtain your opinions from any website or torrent, and also ensure that that opinions are yours. The opinions can be opinions on a law-drafts or appointments / expulsions in administration / judiciary / polity or any other opinions.

3. [ instruction to DC ] The number given by voter must follow following format - 3 digits, followed by a dot, followed by three digits, followed by dot and so forth. And the last character must be a dot. All characters must be 0-9 or dot. And the last 6 digits must be simple additive checksum of all previous digit-triplets. If number doesnt follow this format, then Clerk will not enter the number.

4. [ instruction to DC ] DC will allow first registration for free. The citizen can later change the number. For the later changes, the DC will charge Rs 10 per change.
.
5. [ instruction to DC ] DC will publish the number to public on the website of DC along with voter-id and the name of the voter. The number will not be put in the print version of the voter list.
.
6. [ instruction to DC ] To reduce data entry cost, the DC will allow voter to bring the number in USB drive and / or a mobile phone and Clerk can transfer the file from the voter to Clerk's PC using USB or bluetooth.
.
7. [ instruction to DC ] The Clerk will take picture as well as fingerprint of the voter. The voter must personally come to DC's designated office to register the number.
