Why is corruption rising and rising in China? And solution?

In order to increase speed of industry/business approvals, to compete against USA, Chinese apex leaders had no option but to give more and more discretionary powers to grant industry / business approvals to lower /. middle officers.
.
And at the same time, Chinese-apex-leaders opposed law-drafts like JurySys / RTR / referendum to control lower / middle officers. So lower / middle officers became more and more corrupt. Due to increased corruption, their decisions are becoming more and more pro-business-owner, pro-factory-owner and anti-labor , anti-employee. So unrest in employees and labor will rise. And surplus income labor and employees can earn will fall. And so their ability to improve their skills and start their own business will fall.

Also, whenever an employee starts his own business / factory, it is very common for his ex-employer to file a case against him accusing of stealing copyrights, stealing employees, stealing vendor list, stealing customer list and so on. In such cases, if the judges are corrupt, then decisions will be always pro-ex-employer and so new businesses / new factories wont come !!! . And so salary growth in labor and innovations. After all, salary rise and innovations comes due to NEW EMPLOYERS and not much due to incumbent. The incumbent do give raise in salary and also innovate, but mostly because of FORCE from new players.

( ASIDE ---- Let me also give some general background, which apply to all countries and not just China.

To regulate factory owners and businessmen, the middle / lower officers need some DISCRETIONARY powers to prosecute them, and also give them approval. How to ensure that middle / lower officers dont become corrupt? The methods are --- supervision from top, recruitment by written exams, transfers, Jury System, Right to Recall and so on. Chinese leaders opposed RTR, JurySys and referendum , except say town corporators. And they confined to supervision from top., transfers and recruitment by written exams.

The supervision from top slows down the speed of middle and bottom. They end up waiting for orders from top. .

Now Chinese leaders in order to compete against against USA, saw that they need to increase rate at which approvals are given by bottom / middle. And so Chinese leaders starting year 2000 started increasing powers of middle and lower officers. But Chinese leaders opposed RTR , Jury and referendum systems.

US system gives wide powers to lower / middle officers. But JurySys, multi-elections, RTR and referendum ensures a minimal misuse of their powers. So even though offices in USA are far more powerful, then officers in China, they are much less corrupt.

So as labor's personal growth reduces in China, the frustration in them will rise, This will become a gold mine for Missionaries !!! So very soon, we will see more and more Missionary business in China.

All in all, to complete against USA, Chinese leaders increase powers of middle / lower officers and didnt print law-drafts like JurySys , RTR , multi-election and referendum to control them. So middle / lower officers have become extremely corrupt, pro-rich and anti-poor.

So China is doomed, and all towards grand defeat from USA.

SOLUTION?

Well, China is is still far far less bad than India in every respect. While I wrote about rising corruption in China, please note that it is more compared USA, not compared to India !! Compared to India, China is still lot less corrupt , though advancing.

So IMO, we should focus and confine to solving problems of India. Given the mess we have, us giving advises to China will only be a joke on us.
