The fallacy of "developmental politics" ------ the growth only comes from private players --- not from Ministers, IAS etc . The "core" Govt = Ministers , IAS , courts etc can only reduce crimes, reduce corruption and reduce unintentional harassments, but that happens only when activists push for such law-drafts !!

So "govt will bring growth without reducing crimes, corruption and unintended harassment " without activists taking interest in law-drafts, never happened in past and is just a fallacy.

"Government" is a huge and a vague concept.
.
So can men in Govt bring growth? It didnt happen in West. In west, growth came due to private players and "activists" and not due to men in govt !!!

Then can "growth in India" come due to "men in govt"?
.
My answer has two parts .
.
(a) First, experience till date shows that growth comes by private players. Even when PSUs create growth, the real innovation comes from private players and PSUs only provide capital , size, administration and market. Except Railways, all growth West came from private players only !!! the way Western countries brought growth is that the activists forced men in Govt such as their IAS , IPS, Ministers , MPs etc to create an administrative CODE using which citizens --- can elect / expel officers, make laws via referendum , control officers via Jury System , punish criminals via Jury System and acquit / protect wrongfully accused via Jury System. The ministers/officers in West never brought growth --- the growth came from private players . And private players could grow because the officers / Ministers, due to supervision of voters / jurors worked to stopped criminals and did minimal damage to non-criminals.

(b) Many activists in India --- such as SoMoKe-andhbhagats , believe that men in govt will bring growth !! nd/or enable private players to grow. And THAT IMO IS A FALLACY !! Growth comes by law-drafts pushed by activists and NOT via law-drafts made by men in Govt !!! Activists in India are believing that Ministers, IAS , IPS etc without forced of activists and with neta-puja alone , will bring growth without changing administrative code. And if at all change in administrative code is needed , then the Ministers will bring the change without any pressure from activists. And hence , as per these activists, the activists should confine to neta-puja only, and not take any interest

To elaborate, I would divide govt into three parts ---
.
(a) core depts such as police, courts, Military, tax collection --- they are meant to stop foreign enemies and stop / punish internal criminals of all kinds ; and they are also meant to SUPERVISE private / govt companies involved in (a) , (b) , (c) that they arent violating laws or contracts.

(b) units which make goods and infrastructures -- railways, road building port building, bridge building, weapon manufacturing
.
(c) units that provide social services such as --- hospitals , schools etc
.
A big part of (b) and (c) can be done by private companies as well as. But not (a).
.
The tasks of (a) is to mainly check criminals and so powers are given to Minsietsr , IAS, IPS , courts etc. So Ministers, IAS, IPS, courts etc have to be given some powers to check criminals, enforce contracts etc.
.
So the "dishonest" Ministers, IAS, IPS , courts = judges will start using these powers to ensure that the powers stay in their hands for as long as possible, the powers pass in the hands of their family members, extort bribes, pass favors to those who can dethrone them etc. And even dishonest ones will do some check on small criminals, if not large. So using the checks they do on the criminals, one can always rationalize the powers they have and also the misuse.

The honest Ministers, IAS etc will do less corruption, nepotism etc and focus only stopping enemies / criminals. But even then , they will end up causing some harassments to the innocents.

Now task of stopping enemy and criminals is done by some 10 lakh to 50 lakh policemen , soldiers , clerks, Talati = Patwari, Tahsildaar, Collectors, Secretaries, Inspectors, SPs etc etc.
.
Since the number of staff in govt is so huge , the task of running administration has to be done by WRITTEN CODE , and distributed discretion BOTH. So far, no one has been able to write a code that will remove discretion and yet carry out task. And centralizing discretion brings 99% of network to standstill --- they always keep waiting for orders to come form top and top has only 24 hours in a day, and cant process all requests. So discretion is always DISTRIBUTED from topmost position of PM \ SCCj to Constable \ Magistrate.

Understanding the "harassment caused to innocent citizens by honest officers" is important in decided which procedure code should be used to run police, courts, military and tax collection. A better "code" is one which causes least accidental harassment as well as least compliance burden on all. And also enables honest officers to deter criminals.

So how much deliberate misuse or accidental harassment or compliance burden this code will create will depend on the code.
.
One can always blame people and people only, but quality if people in system is also decided more by the code and less by discretion of people outside govt (eg if elections use preferential voting system, then quality of representatives will improve in 2-3 elections, but if election code uses first past poll or even 2 round voting system, the quality will deteriorate )
.
Now can people core govts create "growth" ? This is a fallacy of highest order.

Growth comes from private players who innovate.
