Anti-gohatya bill coming is "non-binding" !!!

i.e. the "bill" is NOT a law, but only a suggestion sent to the state govts !!!

The paidmedia is full of news that center is passing an anti-go-hatya bill. And NaMo-supporters are sharing that news round the clock. What paidmedia and NaMo-supporters do NOT say is that this bill is non-binding on anyone and everyone !!!
.
It is just a "request" to states that each state should pass this bill !!
.
Since day one, my stand has been that activists should chase state govts and not central govt on cow slaughter issue. So the bill is consistent with my stand. But bill is openly incosnsietnt with stand BJP had promised in may-2014.
.
What BJP had promised , or pretended, was that once NaMo becomes PM, the Parliament will make a BINDING bill that will stop cow slaughter across India !! If BJP / NaMo had made it clear in may-2014 that "BJP / NaMo will only make a non-binding suggestion to state" then that would make it consistent with this model law. But in may-2014, the NaMo-supporters were telling everyone that "the day NaMo becomes PM , cow slaughter will end " in a short time. There is no start ---- a suggestion bill is only a car with no engine.

For that matter, we 10 people can sit in a room, and pass a "model bill" on anything and everything. .

The bill as said will be similar to Gujarat law. Well, that bill reduces cow slaughter, but not much. Because Gujarat anti-cow slaughter law gives all powers to corrupt / nepotic judges and not to Juries. The law does NOT have any provision for narcotest in public on those caught in cow slaughter. In Gujarat, the cow slaughter is least compared to other states, but far from zero. The only major difference the law made was that cow slaughter houses shifted from cities to interior villages where hindu population is almost 0% and policemen avoid visiting. And when police raid is coming , the butchers come to know 1-2 hour ago, and that gives them enough time to remove all cow parts from the slaughter houses. And those who sometimes get arrested are let off by corrupt / nepotic judges, and the law has NO provision for Jury Trial against them, which enables them to walk away.

And lastly, law has nothing to promote desi cow over jersey cow !! So number of desi cows in Gujarat has been decreasing year by year.

So all we have is a "suggestion bill" and NOT a "binding law". And that too , if implemented, will do only 50% of the job and that too only if policemen are honest. And if local policemen are dishonest, then not even 10% !!

So much for promises made in may-2014.
