A PhD in Comp Science was hired to interact with run down B E programmers and decide if any change in their working methods was needed.

For several weeks he studied their design, code, methodology etc,

Same way, a PhD economists was asked to study the pricing , placement and selection decisions that illiterate vegetabkle vendors take.

the ComSci PhD said ---- "The design, code and methods followed by engineers is optimal, but a serious comprehensiveness training program is needed to make sure that they use right terms and know the right definitions !!!". And economists also said the same , that the vegetable vendors are taking optimal decisions, but need to be informed about the right economics terms !!!

So voters , within limited options and limited information they have, take optimal decisions, even though the terms they may not be using same terms that academicians use.

So what is needed is NOT some sick bhashan like 'voters should NOT vote for freebies" , because they didnt. They know that electricity doesnt grow on trees and water doesnt fall from sky.

What is needed are law-drafts that will increase information voters have --- such as right to recall doordarshan chairman . And law-drafts will increase OPTIONS available to voters such as preferential voting system , RTR, JurySys .
