I am drafting my own version of LA bill. It will be a while before I finish it --- may take me a month. So till then, I dont want to oppose / support existing bills.

The bill I am proposing has following parts
.
1. Making all land / construction OWNERSHIP records public. There are many reasons. First, if a person has only 1 acre, then acquisition price should be higher. And if a person has 100 acres, the price for first 2-5 acres may be higher , but for next 95 acres it should be only slightly higher. All this decision can be implemented will ONLY after complete land ownership record is made public,

2. law-drafts to reduce role of cash in land deals
.
3. Wealth tax on land so that hoarding of land reduces , and requirement of land acquisition reduces.

(2) and (3) will reduce the land prices and will also ensure that land prices do not increase in future by leaps and bound. Once land prices become stable, the heat around acquisition will reduce.

4. law-draft for direct deposit of mineral royalties , spectrum royalties and land rents from govt lan in accounts of citizens ----this is necessaray to reduce poverty of small farmers , landless and tribals
.
5. The land acquired will remain property of Govt of India, and the company which gets it will have to pay annual rent, and that will directly go into citizens' account. This is directly against SoMoKe's proposal of giving away land after acquisition to private players , and let them keep all appreciated values
.
6. WOIC ---- land can be given only to companies which are 100% owned by Indian citizens and not to foreign owned entities. SoMoKe insist on selling away land to foreigners.To know more on WOIC , please search on

7. Procedure to determine land acquisition price.

8. Jury trial to decide compensation and NOT judge trial --- the judges are corrupt , nepotic, nexused , afraid of transfers, afraid of expulsion, psycophants , have no spine to oppose wrong decision of senior judges and so forth. So trial to decide compensation should be done by Jurors and NOT judges
.
9. Who-so-ever gets land after acquisition will be only tenant for N years
.

But some points about existiing LA bill and tall leaders who support / oppose the bill are noteworthy.

The supporters of the bill says "4 times market rate will be given". Now the bill gives no procedure to determine market rate !! IOW, the bill assumes existing procedure to determine market rate. Most common method used is circle rates aka jantri. Now circle rates in agricultural areas are often mere 20% of real market value !!! Some 80% amount in land deals in most agricultural areas go by cash !! So "4 times the market rate" is incomplete statement amounting to a lie.

And what is worth noting is
.
1. SoMoKe have opposed law-drafts needed to reduce role of cash in real estate transactions for past 40 years !!! This shows complete lack of honest intentions in determining fair price or even market price of land.

2. why didnt NaMo give this LA bill BEFORE may-2014 elections?
.
3. Why did NaMo order officers NOT to release Hindi translation of the LA draft !!? And why did he also stopped release in major Indian languages? All translations were done and ready to go and release was stopped by NaMo at last moment (proof -- ask NaMo's official reps over twitter). Why?
.
4. Why is ArKe / Anna opposing the proposal to demand the translation of draft in Hindi and other major Indian languages?
.
5. Why are Anna / ArKe NOT giving their versions of LA bill?
.
6. Why are NaMo-supporters' insist that draft's translation in other languages MUST NOT be given?
.
7. SoMoKe in past 20-40 years opposed the proposal to make land ownership records public.

8. SoMoKe insist on trial by corrupt / nepotic / nexused / promotion hungry / senior-scared judges and oppose trial by Jury to decide compensation

All in all, motives of SoMoKe are maligned,. Their goal seems to get as much land as possible and hand it over to assorted desi videshi elitemen.
