We at Right to Recall Group need to give our own version of land acquisition draft. And show that it is better than drafts given by SoMoke. And we also need drafts for other issues such as slum issue and other issue. I request all recallist to start writing drafts , and later we can combine them.

1. LA is needed for industrialization.
.
2. LS isnt about acquiring land for highway or railways, For that , laws already exist and land acquired is so small, that there is rarely much controversy. It is also not about land needed to make airports, train station etc as they are small in number.

3. LA is about acquiring land to setup giant industrial estates, making dams and so forth.
.
Without LA, setting up industrial estates will become difficult may also become impossible, And rampant misuse of LA can cause huge damage to farmers..
.
As of now only 2.65% of land in India is used for (industrial + mining + commercial + residential + govt offices + Military establishments + roads + railways + warehouses ) !!! Rest 97.35% is agricultural , water bodies, fallow land and forests.
.
So in next 10 years, industries simply can even consume 1% of land of India !!
.
And some 50% of land is used for agricultural. So how can we take 2% of agricultural land without creating a mess? we need a law-draft for this.

SoMoKe have taken hamhanded measures. SoGa has left battle field. NaMo has given a ham-handed law where corrupt / nepotic judges will decide compensation, And ArKe has given no alternative draft !!! ArKe game is simple --- is US company is making industrial venture like US nuclear power plant companty, and then dont oppose it and if Indian or some other countries are setting up insutrial venture then oppose it !!

In all this mess, if we can make better LA-draft, then we may be able to convince true-activists to give up SoMoKe-andbhbhakti and instead work to publicie RTR-draft.

So please make an LA-draft that you think is least unjust.

Some framework I am thinking is
.
1. RTR over State-LA officer. and District-LA-officer. No needed for national LA officer
.
2. Jury Trial over their staff.
.
3. Jury can raise / lower compensation
.
4. Land ownership records should be made public
.
5. Wealth tax is must for systematic LA
.
6. There is lot of unused urban land. If unused urban land is used, then demand for LA will s reduce.

So please make law-draft along these lines

Now SoMoKe have opposed these law-drafts to reduce the slums. So this can become a good issue to convince true-activists to leave SoMoKe and publcize RTR-drafts.
