When Constitution was being drafted, many worthies such as Rajendra Prasad insisted that right to vote should be confined to some 2% of population --- educated and wealth owners !!! And most tall leaders such as Jawaherlal Ghazi, Shyama Prasad Mukherjee (he wasnt in Constituent Assembly) silently supported this proposal. Duratma Gandhi had also supported this "limited voting rights" proposal, though he didnt live long.

The only person to oppose this tooth and nail was Babasaheb Ambedkar. Mahatma Ambedkar made this issue such a huge issue that if universal suffrage was not given, then all leaders would have got exposed before workers of congress (most of whom were idealist and democratic back then).

So finally Jawaher Ghazi, Shyamaprasad Mukherjee etc had to agree with "each man , one vote",

But to weaken the power of vote, they ensured that all powers get cornered with Judiciary, and Parliament becomes weak. And they ensured that Constution is void of concept / procedure of referendum !! And the concept of Judocratic Review was introduced so that handful of judges can overrule decision of crores of voters. And finally, in 1956, the tall leaders also killed Jury System which removed left over of powers citizens had in Jury System.

IOW, 'each man , one vote" came, but their crores of votes can be overruled by mere 20-25 supreme judges !!!

IOW, our "founding fathers" , with exception of Ambedkar, never wanted any democracy.
