A key difference between China and India wrt recruitment of entry level junior officers / judges
.
1. The interviews have near zero weightage !! And it is taken by randomly selected panels so the interview-giver and interview-taker have no way to know who will take my interviews or give interviews to me. So interview fixing is less.

2. The recruitment tests do NOT test for any language at all !!
.
3. The recruitment tests also dont insist on qualifications that can be gained in 2-3 years of training. eg non-law graduates can appear in National Judicial Exams and can even get selected !!! The only thing is that non-law graduates, if they get selected , have to spend extra years than a law graduate
.
4. Class-XII education is more universal than in India. And so officers are chosen from a broader base.

5. Most recruitment exams test for some level of maths / logic . And there is emphasis to make basic science compulsory for all positions in govt !!
.
6. Communist Party also uses performances in exams for internal promotions at very junior levels !!

At intermediate and senior levels, promotions are by discretion of apex officers.

Due to all these factors, average merit of Chinese judges is far far higher than average merit of judges in India, who are recruited exclusively by nepotism. And average of merit of officer in China is same as officer in India as both come by exams, but recruitment exams still use interview and so are ridden by nepotism. And no political party in India use examination score for internal promotion !! And so merit of Chinese politicians is better than Indian politicians in general.

Recruitment in USA

In USA , recruitment at base level is via exams , but most nodal positions are elected or based on discretion of apex leaders. eg Police Chiefs, Public Prosecutors, District Judges, Mayor, Governorrs, President etc are elected . The elected persons are recallable except Federal levels.

And so generally these elected men (except Senators) are less corrupt and are pressed to work efficiently. So they hire best of the technical talent that their budgets can buy and emphasis is on efficiencies and less on favor.

So person at nodal position in USA may not always be very bright , but he does ensure that technical persons he has chosen are indeed bright , hard working and smart working. And a large number of officers get replaced each time Governor or President changes. eg when President changes, some 8000 officers will change. They are often called as political appointees, who are appointed by President, with or without Senate Conformation. All in all, we have quite bad recruitment policies . We use interviews at entry level positions which ensures rampant corruption and rampant nepotism. The elected leaders arent recallable and so qorst performance is guaranteed. The courts dont have Jury System , so nexuses between lawyers and judges rule the courts !!!

Unless we fix all these things, I dont think we can stop the march of MNC-owners Missionaries in India.
