Egyticians lost against Greeks and Romans even though Egyptians had an older civilization and were far far ahead of Romans in terms of Engineering etc. The reason was --- they wasted efforts in making pyramids, while Romans made roads, ships and weapons. But why Egyptians made such errors? Because Egypt was Monarchy , while Rome was mix of Oligarchy and Democracy.
.
Egyptians had an older civilization compared to Greece and Romans. And Egyptians were far far ahead of Romans in terms of Engineering , Maths, Science etc. The proof is pyramids. The pyramids are so mighty and complex construction that today's engineers cant figure out how to make such structure even with today's technology !!! And Pyramids arent just brick over bricks --- there are tunnels inside them and is whole structure isnt made carefully then tunnels will simply get crushed. Each stone weighs several tonnes taking stone to height is a task by itself.
.
Romans too were good at engineering, which is evident from roads , aqueducts etc they made. But when one compares structures Romans made with Egypticians made, the structures of Egytians are league above. So Egypticians were better in Engineering than Romans. But Romans defeated Egyptians, and before that, Alexender defeated Egyptians too. Why? Simple --- Egypticians wasted time, money and energy in making pyramids while Romans spent time, money and energy in making roads, aqueducts, postal network etc. Pyramids are magnificient but dont decrease inefficiencies of people in economy. So finally, citizens become productive in country with roads and aqueducts, then in country with just pyramids. And Romans also made better weapons, and so finally they defeated Egypticians.
.
But why did such good engineers decided NOT to make weapons and instead only make taller and taller pyramids?
.
Because Egypt was ruled by "tall leaders" aka Pharaoh who were "sons of Sun God Ra" !!! They had absolute command over everything. And so psycophancy was so high that highest officials should to queue up to touch feet !! Its another matter that sometimes their Vazier aka Prime Minister would murder a weak Pharaoh and appoint himself as Pharaoh !! But he too would be a "son of Sun God Ra" !!
.
While Rome started mixture of Democracy and Oligarchy, and even when it became Empire under Emperor, many Democratic procedures stayed. eg local magistrates were always elected, and many officials were appointed by Senators and not by Emperors. And many trials were decided by broad or narrow Juries. Even when Rome became "monarchy", it was not as centralized as Egypt.
.
Excessive centralization of powers in few hands leads centralization of power in one hand and then it leads to such notion that "King is more important that citizens" and so things like grave of king becomes more important that roads and making weapons. .
.
So yes, engineering is important. But the distribution of political power plays important role in which specific engineering marvels will be made and which will get lesser or zero priority. Extreme concentration of power would ensure that society makes too many pyramids , palaces , temples etc and not many roads, aqueduct, weapons etc. . And lesser conentration of power enables society to focus on latter set of goods. And that can make a difference of life and death.
