We have a standstill in Rajya Sabha . Some MPs , mainly Congress etc , are stalling the proceedings for their nefarious reasons. And when BJP was in power , BJP MPs did same in Loksabha.

The RS speaker has power to force everyone to sit quite or expel, and order a voting. The result of voting can be as per MPs' choice.
.
But speaker has sold out , and so he is also deliberately not ordering voting in RS.
.
Solution I propose are -- Right to Recall RS speaker and RTR over RS MP .
The procedure can be similar to RTR RBI Governor as given in chap-9 ofhttp://rahulmehta.com/301.htm . And RTR-RS-MP can be similar to that procedure at state level.
