Dear recallists,

Pls explain why "NO DRAFT" is needed to put land ownership records on net?

IOW, why is that we need "no" draft to put details of how much and where does a person, company, trust etc own plots and who are the owners of that company / trust etc ?

My answer

The reason why I think NO DRAFT is needed to make land record public is --- RTR-State-Revenue-Minister , RTR "District Land record officer" and Jury System will be sufficient. 
.
There is NO official titole called as District Land Record Officer , Tahsil Land Record Officer and Gram Land Record Officer. These tasks today are done by Additional Collector under Collector at District level. At Tahsil level, they are done by some additional Tahsildar aka Block Officer. At gram/ward level, they are done by Talati = Village Officer = Patwari

The data on ownership is already there. Only thing needed is putting it on net in user-friendly way and then re-verification and updates.

For this , RTR-Revenue-Minister and RTR-District-Land-Record-Officer will be sufficient. 
.
With RTR, if they refuse to make data public or make data public in unsable, then they can be replaced by someone who is willing to make the data public.
.
Lets say one State Minister does excellent work in publiciing data. Then citiens of other state can always use him as benchmark. And if their Revenue Minister cant do same or better m then they can replace him

The moral of the story is --- with RTR , need to write "petty" draft reduces.
