Why a big part of coal auction revenue numbers are fake ?

The coal auction numbers go from Rs 2 lakh crore and we arent even half way. The "estimates" go to Rs 10 lakh crores. But much of the money will come ONLY after mining starts. And here is a reason why mining may not start on many mines.

Say a miner has two mines . On first he has to pay royalty of Rs 300 / tonne and in other he has to pay royalty of Rs 2000 per tonne. Obviously, he will take coal from first mine !!! Or worse, he can take coal from second mine and show on paper that coal came from first mine , and pay only Rs 300 per tonne !!!

All in all , there is NO MUST USE condition with mine.Not is minimum target set to each mine.

So till you see real money, pls dont put much expectations.

Solution I propose is that mines should have been allocated to miner who gives least mining cost, all coal buyers should be given coal at same price, and transport cost of coal from any mine to any DESTINATION train station should be constant irrespective of distance between coal mine and destination train station. So the coal transportaion will get subsidies at some point and at some point, it would get over charged. The reason is to ensure that every buyer is paying same price. This is necessary to have level field in the comp.

And the royalties should directly be deposited in the accounts of citizens.
