In section-6.6 of http://rahulmehta.com/301.htm I have explained procedure for Right to Recall Prime Minister and in chap-40.2 I have explained procedure for Right to Recall MPs. The procedure clearly shows that it is positive recall m not negative recall. i.e. procedure will replace an existing MP A by B only when (nA + 0.10*T) voters have approved B where nA = votes A got and T = total number of voters. So say a constituency has 15 lakh voters of which 8 lakh voters cast votes, and say wins with 30% i.e. 2.4 lakh votes. Now as per my procedure, recall election will NOT happen just because remaining voters want a recall election. It will happen when at least (2.4 + 0.1 * 15 = 3.9 ) lakh voters approve some alternate candidate B . IOW, if A 's performance is better than competitors , recall election will never happen. So there will NOT be perpetual instability. In fact, when RTR PM RTR MP and RTR judges come, the Ministers, MPs and judges will start behaving properly and so citizens will mostly re-elect then. In all countries which have RTR, re-election rate is higher. So RTR increases stability.

Many of the SS's close volunteers have explained this 10s of times to SS by reading every line of the procedure code I have proposed. Despite this, SS keeps telling lies that RTR will bring instability .

Why is SS telling lies?

The RTR will make Ministers, IAS, MPs, judges, IPS loyal to citizens and so Ministers, judges etc will NOT be able to cater MNC-owners , Missionaries etc. And when RTR comes, MMS will get replaced by NaMo in 3 months. Most corrupt Ministers of COngress will get expelled. When Right to Recall comes over NAC Chairman, Sonia will get expelled. IOW, RTR will do most damage to Congress.

So S Swamy is opposing RTR to protect the interest of MNC-owners, Missionaries , corrupt Congress leaders, Sonia etc.

Know your S Swamy before you go around praising him.
