So Govt of Rajasthan will NOT directly open and run schools. Instead, Govt of Rajasthan will give money to private companies or NGOs to run schools for poor. !!! The private players will be those who can blackmail / bribe Ministers / IAS to get contracts.

Now everyone will pass till class-8. So lowerest quality is now guratnteed. !!!

Solution I propose is that activists should ask voters to send orders to MPs \ MLAs via SMS to print Right to Recall Education Minister and Right to Recall District Education officer law-draft via SMS .
