A question to civil engineers --- what is cost of making roads / foothpaths ?

1. Consider a HUGE plot of 400 sqkm if size 20 km * 20 km
.
2. Say it has to be divided into block of 200 m * 100 m . So there will be 20000/200 * 20000/100 = 100*200 = 200 * 100 = 20,000 blocks. The EW = East-West side is 200 m and NS = North-South side is 100 m.

3. The EW side has 20 meters wide road plus 5 meters wide pedetarian walk. NS side has 15 meters wide road and 5 meter wide pedestarian walk.

4. So area available for construction will be 175 m * 80 m
.

Question (1) === what will be cost of construction of the roads ? Just construction cost , NOT land acquisition cost. Pls do add cost of sewer 
.
Question (2) === what will be cost sewers? 
.
The roads are urban street quality, good bitumin (damer in hindi) roads roads, NOT cement roads , and surely not RCC roads. 
.
Please do consider NORMAL costs of levelling. Assume a plain area like typical area in UP , and NOT some hilly area.
