MNCs have not been able to convert India into Phillipines despite so much corruption in Ministers, IAS, judges. Because Indian administration is fairly decentralized at National, State and District levels. So MNCs are forced to bribe Collectors, SPs, Ministers, MLAs, MLAs, judges etc --- about 50000 people. Anna's Jan Lokpal without Right to Recall Lokpal simplifies MNCs' problem -- they now need to bribe only 11 Lokpals. This is why MNC media is supporting Anna and Jan Lokpal without RTR-Lokpal
