Police were hunting for Masarat for the past four months and had reportedly announced a Rs10-lakh reward for information leading to his arrest. .... Police say he was the man behind the agitation, protest calendars and stone-pelting cartels that claimed 110 lives, most of them in firing by security forces, since June 11 in Kashmir. Masarat had been on the run since he announced the ‘Quit Jammu and Kashmir’

Solution I propose to JK mess is (1) nationwide referendum on art-370 (2) RTR-judges, (3) Jury System (4) wealth tax, abolish excise / vat / gst and (5) allow everyone and anyone in India to manufacture and bear weapons. etc.

How will RTR , JurySys fix JK?
.
JurySys will reduce the harassment of factory owners. And implementing wealth tax and removing excise / vat etc will also reduce harassment on factory owners. With improvement in efficiency of factories, the weapon manufacturing will improve.
.
And as weapon manufacturing improves, pakistan , usa and uk will reduce support to JK secessionists. . As JK secessionists weaken, we can combine JK , Uttaranchal and HP
.
This will reduce JK mess to near zero.
