Why many innocents "juvenile" will die to due to NaMo decision NOT to decrease juvenile criminal age from 18 years to 16 years.

NaMo has (so far) decided to keep juvenile criminal age to 18 years as per the law Vajpayee made in year 2001. NaMo has so far refused to decrease the age to 16 years. So a juvenile of age below 18 years can commit dozen nirbhaya like crimes, and get only 3 years in prison !!
.
Even the nirbhaya murderder is all set to walk free on 20-dec-2015 and NaMo/SoGa/ARke have insisted that he must not be hanged.
.
So next time a juvenile is accused, a nagaland like mob will run into juvenile home and torch him alive.
.
And sad part is --- many many more innocents will die along with guilty ones !!
