How do you propose to reduce indiscipline and salaries of lower rung of govt staff

Let me give example of "dadagiri' of a some municipal worker. The set rule is that --- in any commercial complex in his area, only full time staff of the office owner or staff of complex association or person appointed by the municipal worker can work to do cleaning job in that complex !!! The office owner or commercial complex cannot hire any outsider contractor !!! Such is the dadagiri of that municipal worker !! And it is common problem across India .

Also, please compare salaries of lower rung of staff in govt --- drivers, clerks, peons, lecturers in non-science depts etc, They are overpaid by 2 to 3 times than private. And if one counts pension etc, then overpaymet will be 3-5 times atleast

So how do you propose to reduce their dadagiri, indiscipline and also reduce their salaries, WITHOUT disruption in service and chaos / violence?

The solution I propose ----- We should first publish salaries of ALL govt employees and assets they have. And salaries and perks etc they have received till date. This will create a VALID heartburn in commons against these govt employees.

Next step should be Jury System over Govt Employees. A Jury of 50 wwill have power to transfer / expel Govt officer of lowerst rank, and a Jury of 100 can expel Govt officer below Collector level,. This will reduce the indiscipline in Govt officers
.
Next will be changing work methods and keeping as much data as possible as open. This reduces the SUPERVISORY costs and it reduces number of senior employees needed to supervise the junior employees
