How NaMo's 1% excise on jewelry will redice small jewelers' export opportunities and pass export business in the hands of SEZ-owners

When a jeweler in SEZ exports, he has to pay no excise.
.
Now saw a jewelry manufacturer makes a jewelry and sells it to a trader who exports. Then manufacturer will have to pay excise and he wont get it back, because export is done by someone else !!!

And when a jewelery manufacture outside SEZ exports, he has to first pay excise which he can collect back AFTER export is done and forex for that export is deposited in bank. IOW, there is a delay and a lot of hassles. The hassles are so much that it is impossible for most manufacturer to reclaim excise back.

IOW. NaMo's proposal to impose 1% excise will reduce export oppurtunity of midsize jewelers outside SEZ

The two solutions I propose are
