Section-295A of Indian Penal code says " Deliberate and malicious acts, intended to outrage religious feelings or any class by insulting its religion or religious beliefs.— Whoever, with deliberate and malicious intention of outraging the religious feelings of any class of citizens of India, by words, either spoken or written, or by signs or by visible representations or otherwise, insults or attempts to insult the religion or the religious beliefs of that class, shall be punished with imprisonment of either description for a term which may extend to three years, or with fine, or with both.

IOW, as per section-295A and section-295, this guy is imprisonable for 3 years. But due to corruption in judges, the judges seldom take any action. eg Hussain openly insulted Indian Gods and Godesses (he had show nude Sita having affair with Hanuman and also painted nude Saraswati etc), but because of bribes he gave to judges, the judges refused to execute warrants they had issued in his name. This guy is small, but moment a case if filed against him, money will flow via Vatican to judges and judges will kill the case.
Long term solutions I propose is Right to Recall police chief, Right to Recall judges etc. With RTR on head, the police chiefs and judges will not dare to sell out. So such persons will land in prison. And such crimes will reduce
Short term solution I propose is --- ask Mumbai Police Chief to file case against him. And also ask activist-leaders such as Subramanian Swamy, The Anna and The Chhote Anne to ask Mumbai Police Chiefs to file case against this guy. When these activist leaders refuse to ask Police Chief to file case against them, you will realize that these activist-leaders are fake, phony and frauds.
