In 1998, I started circulating draft of procedure code for Right to Recall District Education Officer .... a proposed procedure by which citizens of District can replace District Education Officer (the final version of draft is in section-30.2 of http://rahulmehta.com/301.pdf ) . The draft has procedure code by which citizens can replace District Education Officer using CHEAP majority-approval based procedure.

Every intellectual with 4 digit IQ, such as all professors of Political Science Dept, all professors of Sociology Dept, all Humanities dept professors, all MLAs, all MPs, all Ministers, all retired judges, most lawyers, most IAS and all 80G-activist leaders (particularly those who get grants from from foreigners) have OPENLY opposed Right to Recall District Education Officer procedure. These all intellectuals insist that the commons must have NO procedure to change District Education Officer. They say that common citizens will just sell away their approvals and common citizens.
