Puri: A board outside a temple for the Goddess Kali orders Dalits to stop at this point. "Harijans can pray from here," it declares. The warning sign was put up in August last year after three schoolgirls entered the shrine to offer Prasad to the Goddess, an icon of empowerment and Shakti.
The caretaker of the temple in Orissa's Puri district offers no apologies for the discrimination. "It is against tradition," he says, "Our fathers did not allow harijans to step inside the temple, and we will also bar their entry. We will die rather than let it happen." ......................

The mess is because we dont have Right to Recall High Court Chief judge.
If High Court Chief judge had issued summons and threatened to imprison temple priest, the temple priest would have happily allowed Dalits in the temple. And if Orissa had RTR HCCj then HCCj would not have sit idle. Why? Orissa has over 40% Dalit plus ST population, and almost over 80% upper caste Hindus also do not like such discrimination. So HCCj would fear that if he sits idle on such insult-throwing, then citizens might expel him. And so he would act, and issue summons. And moment he issues summons, the temple priest would learn to behave.
And as long as citizens do not have powers to expel judges, such insult throwing on Dalits would go on. The temple priests have many connections in IPS, IAS, Ministers and judges and so they think they are all powerful and Dalits will put up with all insults they throw.
If such insult throwing goes on, it is matter of time, many Dalits will join Missionaries. And when the number of converts crosses a threshold, MNC-owners via CIA will give best weapons to converts and start a full fledged insurgency. Look at North East states. Forget temple entry, there wont be any temple left, if such insults go on.
Most temple priests no longer discriminate. And those who still do, like temple priest of Puri will not change by lectures. IMO, asking these temple priest to "change" is now pointless. These temple priests are "laaton ke bhoot" and wont listen to "batein" . The language of imprisonment is the only language now they will understand. And I know how strong they are --- imprison one such temple priest for just 7 days, and none will dare to take such step for next 7 life times.
But High Court judges are least interested in taking actions against such temple priests. Why? Well, most High Court judges are 10 times more anti-Dalit than such temple priests. The castiest mentality High Court judges (and Supreme Court judges) have will put temple priests to shame. Also, temple priests have family links with HCjs. And most HCjs are only interested in bribes, creating good practice for their relative lawyers, getting promotions for their relatives in Govt and getting promoted to Supreme Court. They dont care about dignity or justice or even survival of community or nation. We need to expel these High Court judges and get better citizens in their place. Which is why, we must have Right to Recall High Court judges so that we can expel judges.

Solution I propose

1. The activists who ask citizens and fellow-activists to force PM to print RTI2 in the Gazette. The draft of RTI2 is in section-1.3 ofhttp://rahulmehta.com/301.htm . For Hindi, seehttp://rahulmehta.com/301.h.htm . The activists should give newspaper advertisements to publicize RTI2 and RTR High Court judges.
2. Using RTI2-draft in Gazette, the activists within 2-3 months can force PM to print Right to Recall High Court judges draft (see chap-7 , section-7.2) in Gazette.
3. Using RTR-HCj , citizens can expel defunct HCjs . In fact, moment RTR-HCj comes, the HCjs may become less defunct and start taking such cases seriously
4. Once HCj issue summons on such temple priests, they will start behaving properly. Not even 7 days of imprisonment of one priest will be needed.
5. The activists should ask their leaders (such as Subramanian Swamy, The Anna, The Chhote Anne) they oppose Right to Recall High Court judges and why they oppose RTI2. And post the reasons they give in newspaper advertisement.
