Before 1950s , districts (counties) in USA to be hetrogenous i.e. same counties will have rich , middle class as well poor. But today, more and more counties are becoming "homogeous" i.e. people in a county will be mostly rich or mostly middle class or mostly poor.

Two reasons are --- (a) psuedo-liberal laws like juvenile justice act and several laws / procedures which lower punishment on criminals (b) law that all kids in district must go to same schools and wealth tax rate on all will be same to fund the school !!

Psuedo-liberal laws increases crime rate. When laws are just right, violent crimes will be low. But when laws become psuedo liberal, a small fraction of poor will dare to become more violent. The fraction will be small, not even 1%,. But that 1% will be large enough to scare the whole population. And so rich who can afford to be more mobile, will move to a posh locality with no poor.

And when everyone is taxed at same rate to fund the local school, and all students have to same school, the rich will obviously feel exploited, He has to pay more for his kid's education at local school, and gets less good education than what money he paid can buy. So again, he will prefer to move to a district where school is better. So consider a cluster of 30 counties. Most rich in these 30 counties will move to 1-2 counties. So the middle class from these 30 will tend to move to 20-22 counties. And remaining 5-7 counties will have almost all poor !!!

Solution?

As I have said several times, we in India should focus on problems of India, and not give advices to people across world. So I will not write anything about solution. But morals are clear --- favoring PROVEN criminals or hurting NON-CRIMINALS eventually only increases exodus of the well-offs, and that further increases poverty in that area and so will only increase unemployment and crime. And forcing rich to subsidize common goods and services beyond a point also increases exodus of well off, and that also worsens quality of goods and services.

If a district has 2-3 schools and charges different fees, then disconent will ne higher , but education even in worst school will better !!! Because students in worse off schools will see soe students in their own neighborhood are better performing. And so students in worse-off schools will work harder to match the students in better schools. But if whole district has one school, then students and their parents, like well-frogs , will see that all students in their neighborhoods are at par, and will never realize see that there are students performing better than them.

So proposals , like everyone in one area must attend same school, and everyone should be taxed at equal rate to fund schools , in long run only bring DOWN the average !!!
