Surpanakha was sister of Ravan. She wanted to marry Ram , but Ram refused by citing a reason, which made no sense in those days. Ram said that "he was already married to Sita and so he cant marry Supankha" !!! Then Surpankha expressed desire to marry Laxman, but Laxman also refused. Surpankha lost temper , and attacked Sita, Laxman restrained and handcuffed her. And then Laxman cut her nose and ears. And so Ravan decided to take revenge.

There is no denying that worst fault was of Ravan. If he wanted revenge, then he should have simply come and fought war with Ram and Laxman. Ravan should not resorted to kidnapping. And Surpankha was at fault too. She should NOT have attacked Sita Mata. .

But Laxman too was at fault, He used MORE FORCE and MORE VIOLENCE than necessary, After subduing Surpankha and handcuffing her, he should have called Ravan and handed over Surpankha to Ravan. Cutting ear and nose was UNNECESSARY.

Anyway, the rest of the story goes as follows

Ravan was defeated and killed. Surpankha decided to take Avatar on earth to take revenge against Ram and Laxman. .But Ram used his Yogic powers to ensure that her soul cannot come back on earth. Surpankha came to know that Ram has blocked her from taking avatra on earth.

So Surpankha started Tapasya of Lord Shiv. Shiv had to appear and ask for vardaan. Surpankha said that "Ram and Laxman had used more force and more violence on me, than necessary . And so I want to punish them. I will not ask for any help of yours. But please give me avataar on earth". Surpankha had a valid point, and she had done tapasya, And taking avatar on earth was also her right. So Shiv had no option but to give that vardaan. But Shiv wanted to protect Ram and Laxman. So Shiv said "Tathastu ... you will be be able to take avtaar on earth, but only 5000 years after Kalyug starts and not now. ".

Then Shiv asked "how you plan to take revenge now?".

Surpankha replied "well, Ram and Laxman will be long dead . So I will work to destroy two things that were most dear to Ram and Laxman --- India and Hinduism".

Shiv was shocked. And Shiv said "see, due to the fact that Laxman used more force and more violence than necessary, and since you have done tapasya, you will get birth on earth after 5000 years after Kalyug starts. But you also had done crime of attacking Sita Mata. So you will NOT get birth in India and not get birth in Hinduism. You will be given birth in a foreign country and foreign religion. You can find your way from there. My powers will not help you. "

So Surpankha got birth outside India and in religion other than Hinduisn. She wanted to destroy India and Hinduism. So she made her way to apex family in India. Rest all is known to all.
