Kumar Vishvas says that NaMo and Maneka Gandhi has printed law-draft that when a juvenile criminal comes out of court, the State Govt MUST give him Rs 10000 and tools for rehabilitations (such as silai machine ) !!!

IOW, it is NaMo and / or Maneka Gandhi who are giving Rs 10000 to the criminal in nirbhaya case !!!
