It is mostly small groups which have initiated change. The change may come or may not and the group may grow big and may vanish. In many cases, the change comes, and yet group never grows and vanishes !! How?

In round-1, a small group makes a demand, and all big groups oppose it. T

In round-2, the activists of all group start liking the proposals of the small group. They may or not quit their large group but start campaigning for their demands.

In round-2, the activists of all group start liking the proposals of the small group. They may or not quit their large group but start campaigning for their demands.
In round-3, the large groups realize that if they dont accept the proposals, they will start srinking, and so they hijack the proposals. They get implemented and thus the small group that started the proposal loses "need".
Of course, this is one scenario. In other other scenarios, the large group manages to exterminate small groups's members. One more scenario is that large group manages to give time-wasting activities to volunteers and convince volunteers to unite i.e. not listen to anyone.
