Why are Militaries in third world countries such as India, Pakistan etc less indisciplined than their administration / police / polity?
.
IMO , the 4 main reasons why Militaries across third world countries across is LESS indisciplined than their polity / administration / courts are (a) Militaries use Jury System in their court martial aka Military courts. (b) Militaries have recruitment by open written / physical exams and (c) Militaries have age bound retirement. (d) no external appointments in middle / apex levels
.
The polities across world neither have age bound retirement nor recruitment by written exams . And no political party in world uses Jury System.
.
The administration such as IAS / IPS across third world countries have recruitment by written exams and age bound retirements. But the disputes in them are decided by political apex OR courts. And courts across third world countries are self reproducing oligarchies (with mock written exams as show case) . The judiciaries across third world countries also use external appointments . eg Many High Court judges in India , Pakistan etc are direct appointees and have never worked as Magistrates or District judges. Such external appointments are open invitation to nepotism etc. And such judges will decide the case in IAS / IPS etc. And this increases indiscipline in IAS / IPS . And so IAS / IPS have more indiscipline than Militaries.
.
The 4 rules that ----- court martial system aka Military Courts will have Jury System and not fixed judges , recruitment by open written / physical exams and age bound retirements and no external recruitments ---- were introduced in most countries by British or Europeans. Till their arrival , most armies did not follow these practices strongly, except China which invented recruitment by written exams, no external appointments and age bound retirements. In India, some Militaries like Sikhs had open recruitment competitions (eg Hari Singh Nalva had no relatives etc to get him job in Military. Hari Singh Nalva got job because he won wrestling competition in Military Recruitment competition which was held by Ranjit Singh).
.
The moral of the story is that administrative procedures used create deep influences in deciding levels of indiscipline amongst countries as well as units inside a country.
.
Next question is --- why did Pakistan and most third world countries saw Military coups in 1950s while India never faced any Military coups?
.
And also our focus on studying administrative procedures, courts procedures, recruitment procedures , EXPULSION PROCEDURES etc is right one. It is good that we are NOT into slogan shouting , neta puja , member making, donation collection and "rationalizing corruption by saying X is also corrupt , Y is also corrupt , so why do you oppose our corruption" !!
