India had 18 cars per 1000 persons in year 2011. Delhi had 80 cars per 1000 persons in year 2011.

And this includes taxis, cars owned by govt / police / PSUs / military and cars owned private companies for staff use and junked cars which are still officially not deregistered. So number of cars owned by families would be much less.

The numbers could be 25 at most for whole of India, and perhaps 120 for Delhi , but not more

When I ask people around me "what % of families in India would be having car" , I often get replies like 20% , 25% !!! And when I ask "what % of families in Ahmedabad / Delhi would be having car" , I often get replies like 20% , 30% and even 50% !!! 
.
All in all, too many people in India are underinformed about India !! 
.
Solution I propose is Right to Recall Doordarshan Chairman. This will improve Doordarshan, and DD will then start giving relevant infomation.
