Sex ratio at birth in ahmd is still 882 : 1000 !!! why beti-bachao andolan is failing? And how can female-abortions be reduced?

Pls see following data of ahmedabad , gujarat
.
year-- num male birth -- num female birth -- difference -- fm ratio
2010 - 55920 -- 48871 -- 7049 -- 874 / 1000
2015 - 56289 -- 49622 --6889 -- 882 / 1000

So "improvement" is only 8 / 1000 , which is only marginal.

And same is case across India. The F / M ratio at birth has improved only by a very small %. 
.
IOW, drum beating on beti bachao by paidmediamen and govts have failed. And policing over radiologist who do sex determination sonography has also failed. 
.
Some improvement happened because 
.
1. Cost of sex determination has increased from Rs 500 in year 2000 to whopping Rs 10000 in year 2015. And so lesser poor can afford sex determination. 
.
2. Due to reduction in number of girls, dowry problem reduced and so less aversion for female child.
.
But the above data shows that sex determination is rampant. The only difference is that --- in year 2000, any ordinary physician or radiologists or gynac used to do sonography for sex determination. Now , business is done stricly by those who have good connections with IPS , MLAs , judges etc !! So as always, judges, IPS and MLAs have encashed on a problem. And problem has remained unsolved.
