Solution I propose is that activists should FORCE PM / CMs / MPs / MLAs etc to print law-draft in Gazette that would enable temple devotees to create a SGPC like structure to manage the temples.

Please note that NaMo and RSS-workers have refused to print law-drafts needed to free Hindu temples from govt control. What NaMo , RSS-workers want is to appoint RSS-apex-men as trustees of various Hindu temples, and control the temples and temple donations. Essentially, RSS-wapex-leaders and RSS-workers want a "Pope like system" over Hindu temples. They oppose SGPC like syste mover temples.
