Ownership of water at INDIVIDUAL citizen level --- need for FUNDAMENTAL guideline to decide on water sharing disputes and a proposed guideline to resolve Punjab Haryana and many such disputes

Lets say there is pond in a village which gets say 1 crore liter of water every year by rainfall. And say there are 1000 persons in the village. Then who should get how much water? On this issue, we recallists are clear --- each person should get 1 crore / 1000 = 10000 liters per year. Those who want more, will have to buy the water quota those who need less.

So while recallists have clear answer to one question, but as of now, we recallist do lack a clear answer , and a procedure , to a decide on bigger question ---

Say there is a pond in a village with 1000 persons. That village lies in a Tahsil of 1 lakh persons, which lies in a district of 10 lakh persons,. And descript likes in state of 5 crore persons, which lies in India of 125 crore. Say the pond gets 100 crore liters of water every year by rail. Then how much water belongs to whom?

There are several answers. One answer is that all water belongs to persons in that village and everyone else will have to buy water from them. Another answer is all citizens in India have equal rights over that water.

On issue of coal , minerals , crude oil spectrum, and plots owned by Govt, I I at RRG have proposed that ALL citizens across India have equal rights. The voters living in that district / state may get 10% to 30% more share, but thats about it. The moral basis is that --- these minerals belong to that district / state / India ONLY because Indian Military is protecting those minerals etc from invaders. And Indian Military is from taxes and blood from all Indians, and so all Indians have equal rights. Most recallists I know of agree with this stand. When law is to be printed, one may need to make some compromises to accomodate prevailing regionalism in India,..

But I have yet drafted a clear rule to share water across states / districts.

Saying all that all Indian voters have equal rights over all waters of all rivers / lakes in India may not get good response in India, given the regionalism. The regions with more water will obviously bitterly oppose this proposal.

The international water sharing is goes as follows --- if a river pass thru two countries and has lenth L1 and L2 in the two countries, then the water shares each country has will be L1 / (L1 + L2) and L2 / (L1 + L2) , That cant work in a country a strict level. to decide water share of states. Say a river R goes thru state S1 and S2 and has length L1 and L2 in both states,. If we divide water in ratio L1/(L1+L2) and L2 /(L1+L2) , and none to other states in India, then nothing will stop districts thru which that river passes to demand a separate state so that they can get more water.

Say Punjab says that river Sutlej passes thru Punjab only and not thru Haryana and so Haryana should get zero water. Then tomorrow, the districts thru which Sutlej passes may demand and may get separate state, In such case, will remaining states of Punjab accept the decision that they should get zero water from Sutlej river? After all, Haryana was part of Punjab once, and separate state was made only in 1950s.

IOW, while nation's borders are sacrosant, the borders of state are not. State is merely an administrative unit. And so IMO, the activists should NOT use borders of state or district or Tahsils or villages / cities to decide questions like ownership of water , minerals etc at INDIVIDUAL citizen level.

So how to decide how much water should be given to Haryana from Punjab rivers? And what is general guideline that activists can use for all water bodies over across India?

The two guideline I propose activists should follow are
.
1. All water in all water bodies in all states / districts belong to all citizens in India equally. So each person has quota on all water bodies, which he can transfer to a user who is close to that water body or close to a pipe/ canal to that water body.

2. The above is END GOAL. In near tearn, it doesnt look possible. So in near term, the procedure I propose is is
.
(2a)There are 85 crore voters in India. Say V1 to VN , where N = 85,00,00,000 .

(2b) Say a water body with W liters .
.
(2c) Say distance between W and voters is D1 to DN (N = 85 crire)
.
(2d) I define closeness to water body as follows
.
if distance is below 10 km, the closeness = 1
.
if distance > 10 km, and < 20 km, then closeness = 0.99
.
if distance > 20 km, and < 30 km, then closeness = 0.98
......
.
if distance > 900 km , and < 910 km, then closeness = 0.10
if distance > 990 km , and < 1000 km, then closeness = 0.01
.
if distance > 1000 km, then closeness = 0
So each citizen in India has closeness C1 to CN , N = 85 crore
.
(2d) Then ownership of citizen at closeness C will be W*C / (C1 + C2 + ...+ CN)

Explanation --- .
.
Consider a simple case where there only 10 persons. p1 to p2
.
P1 is 1 km away. So his closeness c1 = 1
.
P2. is 2 km away. , So his closeness c2 = 1
.
p3 is 11 km away . So his closesness c3 = 0.99
.
Say closeness of C4 = 0.80, C5 = 0.70, C6 = 0.60, C7 = 0.60 , C8 = 0.50 , C9 = 0.40 , C10 = 0.30 , C11 = 0.20 , C12 = 0.10 .
.
And P13 to P15 are over 1000 km away. So their closeness = 0 each
.
So total closeness = (1 + 1 + 0.99 + 0.80 + 0.70 + ... + 0.10) = 6.59
.
So share of P1 = 1/6.9 , share of P2 = 1/6.9, share of P3 = 0.99/6.9 and so forth.

IOW, depending on distance from water body, the share of person will decrease.

Now once water quota of each person over a water body is defined, he can transfer his water quota to any user along that water body, or any pipe / canal along that water body. The user who has bought quota can obtain water deoending on water he quota he has bought.

I request all to propose their guidelines to water distribution at INDIVIDUAL CITIZEN level , or state / district level, as they may wish.

Current situation is hopeless. Each state uses his boundary or supreme court order or natural justice or need as they wish. Today, Punjab use geographical containment as sacrosant and Haryana uses supreme court order as sacrosant !!! Will Harysana obey supreme court order to give half of its water to delhi? And there is no end to selectively using supreme court orders and then selectively refusing it
.
The leaders are using water crisis to cover their corruption,. eg Prakashsingh Badal gave very emotive speech on why Punjab should not give a drop of water to Haryana !! But same Badal is king of corruption, and also a land mafia, and also a drug mafia !!! IOW, his emotive speech is not an worth empty sewer. NaMo orders Punjab BJP MLAs to support claims to Badal in Assembly, and then NaMo orders BJP CM Khatter to speak against Badal's decision.

Water crisis will easen once universal metering is done, and electricity becomes cheaper. If India adopts RTR , Jury System and wealth tax, the inefficiency of India's factory owners will become as low as USA or even lower, in which case there will be abundent solar panel manufacturing in India. The prices of electricity will fall so low that water filteration will meet all industrial / domestic needs (except may be drinking). But still water for agriculture will be needed. The need for water for agriculture can be reduced by promoting jowar / bajra and demoting wheat and rice, and removing all subsidies to meat, and banning all meat export and also banning all milk / food export. Vut still, India is water deficient and may remain water deficient for long time to come. So water sharing formula between citizens of India across states is needed.

I have proposed one formula here ---- ownership of persons decreases with their distance from water body, but doesnt become zero (unless they are over 1000 km away).. I request all to give their formulae.
