Solution I propose to water problem such as Satluj Yamuna Link problem ---

1. For each water source, the % ownership , aka water quota, of EACH voter in that area will be defined as per riparian rights
.
2. A person call sell his water quota to any water user, who can further resell the water rights
.
3. The water user can take water equal to water quota he has bought.
.
4. All water connections should be metered. This will reduce wastage, and so water problem will reduce.
.
5. Jury System, RTR etc will improve manufacturing, which will imrpove solar panel manufacturing in India, which will make cheap electricity abundent. And with cheap electricity, gutter water can be filtered and made good for any use except drinking. So with this, water problem will further reduce.

Now (4) and (5) are simple.

I will elaborate (1) to (3)

Say a river flows thru 3 states S1, S2 and S3 and carries X crore liters of water a month.

As per riparian rights, the states have qater quota proprtional to length. Say lengths of river in states S1, S2, S3 is L1, L2 and L3. Then water quota is of S1 is X* L1 / (L1 + L2 + K3).
.
Within the state, the water quota os divided equally amongst all voters of the state. Say state S1 has N lakh voters, Then water quota of each will be X* L1 / (L1 + L2 + K3)./ N1 liters.

Now say a factory or a farm or a dweller or a unit such as municipality wants water. He will have to buy quota from voters directly and pay them in cash or kind.

So a person in Punjab will be able to sell water to Delhi Municipal corporation, which in turn can sell to individual water buyer.

This will create a FULL market for water.

Basic concecessaions can be made for drinking water, which is very small , or growing lwo water crops like jowar , bajra etc. anyway. But water for dwellings, farm use, crops need more water like rice . wheat etc must be bought from market.

This will increase water prices, and will also increase food prices. But each voter will get cash and so will be able to afford water for himself as well as pay for increased foo prices, The cost of crops which need LESS water such as jowar , bajra will not rise much. But crops which need a lot of water , such as rice, wheat will rise, particularly in area where water is scarce. The price of meat will rise much much higher. This will decrease water needs.

Water metering will solve rest of problem.

All urban / industrial water can be filtered, but it is expensive. But if energy prices fall, then it is cheap. So as solar energy becomes cheap, water fliteration will become cost viable. At that point, water crisis will simply vanish, just as today, telephone is no longer scarce item.

The laws to create water market at voter level are something that only a Water Minister can write,m as it needs too much information, So RTR-Water-Supply-Minister will enable us to get drafts.

Please note that EVERY SoMoke-andhbhagat , every CoBhApSwaRa-worker has opposed these law-drafts. Their claim is that if SoMoKe-worship is necessary and sufficient to reduce the mess !!! Well, IMO, we need water quota laws, that make each voter owner of water in the river or ponds in the state / district, and let each voter decide who will get his quota of water. and we need water metering. We at RRG are the ONLY activists working to bring these laws. So if you want these laws, in India, then pls work with RRG-activists and please unfollow SoMoke-andhbhagats and CoBhApSwaRa-workers.
