Such private justice system is wrong, but increasing because policemen, judges etc take bribes from Ministers and let criminals like cow thieves and cow slaughterers walk away. And so agrieved pereons, or criminals posing as asgrieved persons get chance to go on private justice

Solution I propose is to print law-drafts that would reduce cow slaughter such as
.
1. narcotest in public on cow slaughters and cow smugglers. also narcotest in public in crimes like murder, abduction, high bribes, treason, sedition, high tax evasion etc
.
2. rjury trial in cow slaughter cases

3. right to recall district police commissioner, RTR district public prosecutor, RTR district judges and so on
