Right to Recall Principal District Judge draft
.
1. The word citizen means registered voter in that district.
.
2. [ procedure for DC = District Collector ] If any citizen of India, above the age of 35 years and with degree of LLB, wishes to become Principal District Judge in a District , and he appears in person or via a lawyer with affidavit before DC (or officer DC deputes), then DC (or officer he deputes) would accept his application to become PDJ ( PDJ = Principal District Judge ) after taking filing fee same as deposit amount for MP election.

4. [ procedure for Talati or Talati's Clerks ] If a citizen comes in person to Talati's office, pays Rs 3 fee , and approves at most five persons for the PDJ position, then Talati would enter his approvals in the computer and would give him a receipt with his voter-id#, date/time and the persons he approved.

5. [ procedure for Talati ] The Talati will put the approvals of the citizen on district's website with citizen's voter-ID number and names of the persons he approved.
.
6. [ procedure for Talati ] If the citizen comes to cancel his Approvals, the Talati will cancel one of more of his approvals without any fee.
.
7. [ procedure for DC ] On every 5th of month, the Collector or officer he deputes will publish Approval counts for each candidate as on last date of the previous month.

8. [ procedure for HCCJ = High Court Chief judge ] If a candidate gets approval of over 51% of ALL citizens (ALL, not just those who have filed their approval) in a district, and it is 2% more than approval existing PDJ has, then HCCJ may or need not appoint him as PDJ. The decision of HCCJ will be final.

9 [ procedure for HCCJ ] As long as a PDJ has approvals of more than 34% citizens, HCCJ need not replace him. But if a PDJ's approval goes below 34%, then the HCCJ can replace him with the officer of his choice.

10. [ procedure for Principal District Judge ] PDJ may decide to use Jury System using the Jury System draft he has proposed, after getting approval of HCCJ or approvals of over 51% of ALL citizens of District using District level TCP . To get and prove the approvals of citizens, he can use any established procedure , or use Tcp.District draft , aka Transparent Complain Filing Procedure at District level draft, with sha2 = c39d5885c21e36d4411bdb6accf49471e4a5a2f7ffed8c23cd87864473689994 . The decision of PDJ will be final.

11. [ Procedure for HCCJ ] With approval of 51% of ALL citizen-voters in the State, the HCCJ can suspend the HCCJ can suspend this procedure in any District for 5 years.
